Meeting with the People President of Condega in Consultation of the Constitutional Reform "Hay Patria”

September 16th 2026

Dr. Gustavo Porras
President of the National Assembly

Good afternoon, Brothers and Sisters of Condega, Good afternoon, Young People, Condega’s Youth of all Timesa; Our Mayor and ,yself feel vindicated with that allusion to Young People of all Times. We are here to make this Consultation, today after introducing ourselves, we are just going to go over the Seven Points and then listen to you which is what we are coming for.

First of all, I want to introduce us all, here is Compañero Francisco Valenzuela, Departmental Political Secretary of the Sandinista Front and Mayor of Esteli, do please give him a round of applause and a warm welcome.

Our Compañera Aura María Montoya, Mayor of Condega who is here with us; the Compañeras and Compañeros Municipal Political Secretaries, stand up please, here you are; the Compañeras and Compañeros of the Municipal Council of Condega, here you are; the Compañeras and Compañeros Youth Coordinators, Members of the Youth Council, and the July 19th Sandinista Youth, let’s see you stand up...  I don't see you stand up; ah, there yes.

Compañeras and Compañeros of the Territorial Victory Units of Neighborhoods and Communities, raise your hands, there are only a few, Pancho, there are only 6 Pancho. They are all Victory Units. I ask again, Compañeros and Compañeras of the Territorial Victory Units, where are you? Here. We're going have to seek out those Victory Units.

Here we have our Brothers and Sisters representatives of the National Police and the Ministry of the Interior of Condega, welcome Brothers and Sisters; Compañeras and Compañeros Representatives of Institutions of our Good Sandinista Government. There they are.

Where are Condega’s families? Thank you Families of Condega for receiving us; I want to introduce you to the Members of the Special Constitutional Commission.

Since the Comandante ordered us to review and reform the Constitution, the Special Constitutional Commission was formed. Dr. Arling Alonso, who is the First Vice-President; Compañera Loria Dixon, First Secretary; Dr. Wilfredo Navarro, Second Secretary; Dr. Auxiliadora, president of the Justice Commission; Dr. Wálmaro Gutiérrez, president of the Economic Commission.

Doctor Edwin Castro, Head of the FSLN Political Grouping; our friend Mario Ascencio from the PLI Political Grouping; our friend Lester Flores from the PLC Political Grouping. We are missing our Heroine Partner Amada Pineda, she told me that the morning Sun was up in Sébaco; it's cool here.

But also, here among us are the Deputies; Deputies of the National Assembly please stand, so that the People President can see you. You see, there they are, these are our Deputies.

Well, now we have introduced ourselves and we are here in this Assembly of the People President, that is our Model, the People President. We have come to explain to you the Seven Points you have there on this little sheet of paper that we have given you. After you participate, at the very end we will vote to see if you agree or not.

The Seven Points of the Constitutional Reform are: First of all, that in this country the only Laws that have any legal effect, the only Laws that are valid are the Laws of Nicaragua.

So, the first point is that it should be clear in the Constitution that no law from another country, or from other countries, has any effect in Nicaragua, so that they don't keep burdening us with their concerns; that's to do with the Nica Act and the who knows what Act. The only laws with legal effect are the laws of Nicaragua. That's the first point.

The second point is that Comandante Daniel told us on July 19th that it is necessary to put a wall, a barrier so that these criminals do not return to disrupt the Peace, wanting to take over the Government to turn Health Care and Education into a business, to take away the Tranquility that we have been building.

So, the Second Point is very clear, just as we say, They Could Not PrevailNor Will They! The Second Point says: Coup plotters, traitors to the Nation, those who call for military intervention, those who organize with foreign financing, those who support economic, commercial or financial blockades, those who call for sanctions against the Nicaraguan State, and those who do not comply with the Fundamental Principles of the Constitution may not be Candidates for Popular Election nor hold any office. Those people are not going to be able to.

Then people are going to ask us: Are they saying that there are going to be no elections? Of course there are going to be elections, and they are going to be clean and transparent, but they will be elections of Nicaraguans, for Nicaraguans. These are not elections to please coup plotters and traitors; those people will not be able to take part. Are we clear?

Thirdly: The period that we need and that we are proposing, and on which we want to hear your opinion, is that the periods of each Election are seven years, the periods of Government are seven years.

The Fourth is that the terms for the Heads of the Army and the Police are also seven years. Why? Because seven years is enough time to fulfill plans, to realize if we are making good progress. Those are the Third and the Fourth reforms.

The Fifth is the point that gives power to the Supreme Electoral Council, because it gives the Council the authority to hold Elections every seven years, and also to be able to tell a scoundrel, a coup plotter, someone who wants to register after posting barbarities on TikTok, like they wish they would invade us, that the Council says, no to that person; and to a Party, that may come to register; wait, they send money to you from outside, so you can't. In other words, the Council must have these powers, and that is what we are giving it with this Fifth Point.

In the Sixth Point we are going to do Justice, because here the inauguration of the periods of Government, the inaugurations have been held on January 10th; when on January 18th, just 8 days later we have a very important date, which is the birth of Rubén Darío.

Then let us do justice to Rubén Darío, our National Hero and our greatest universal figure. So the reform says, the Inauguration will be on January 18th of the corresponding year.

And the Seventh and last of the Proposed Reforms, says, that since the Elections will be every seven years, then the periods for which people were last elected; that is, Mayors, Councilors, Deputies, is extended to seven, so that there won’t be an empty year.

According to this, when will the next elections be? In 2028, because they were set for six years and the elections were going to be in 2027; now with seven years, they will be 2028; that is, the Authorities who are elected now reach up until 2028, another year. Are we clear? OK, that's as far as we have got.

Now it's your turn, I pass the baton to Brother Pancho to give you the floor.

Francisco Valenzuela
Mayor of Esteli

Thank you very much Doctor Porras. Completing this practice of Direct Democracy, of Consultation, of support for the Constitutional Reforms that Dr. Porras, the National Assembly, the Board of Directors, the Special Commission have presented, it is important that the Heroic people of Condega, which is a Bastion Municipality of the Revolution, one of the 32 Municipalities where we have never lost the Elections, including during the 16 years of Neoliberal Governments.

It was a stronghold of the Sandinista Guerrillas, of struggle, the land of Santiago Baldovinos, of Juanita Vizcaya and many Heroes and Martyrs who are in the hearts of Condega.

Well, the attendance confirms this, now it is up to us to take the floor, to intervene in support of these Consultations, which come to strengthen the Institutionality of our Direct Democracy. To intervene in support of these Consultations that come to strengthen Institutionality, Direct Democracy and support for the Christian, Socialist and Solidarity Government headed by our Leaders, Comandante Daniel and Compañera Rosario Murillo.

We are going to listen to Compañeras and Compañeros who wish to intervene on this very important issue for our country. Here we are closing the consultations in the department of Esteli. With this practice we have started, and the Compañeras and Compañeros in Matagalpa have continued, and in the remaining more or less 100 Municipalities too. In this way, I want to say that I am grateful and proud that our Government cares about all of us, not only the Youth but also the People, that they listen to our voices through the Reforms, the Consultations that have been taking place.

Because I feel more and more happy, that I'm in my High school, or I'm going to some other place, a Community, a School, I can see, I can hear young people and seniors happily talking about the opportunities we have now.

Because certainly, many from here, in fact, did not have the opportunity to study, did not have the opportunity to dream of a future for fear of dying, of not having that opportunity. But now it is possible, now we have that Right and I feel deeply grateful and proud of it. Thank you.

Luis Miguel Acevedo Morales
Economist

Good afternoon, my name is Luis Miguel Acevedo Morales, Economist by profession, currently I work for the Company ENACAL here in Condega. Blessed to receive this rain because we were there for a long time with unbearable heat and we suffered a little with the water, but thanks to God and this government, we make that effort so that water reaches all our homes.

We support these Reforms today, which undoubtedly contribute to the social and economic continuity which drives our Good Government promoted by Comandante Daniel and Compañera Rosario.

These Projects, the continuity of them is reflected in this Reform that will ensure that we continue to receive these Blessings for all Nicaraguans and win in this fight against poverty.

Long live Blessed and Always Free Nicaragua!
Long live the Co-Presidents of Nicaragua!

Noel Vílchez
Producer

Good afternoon Compañeras and Compañeros National Deputies, Departmental and Municipal Authorities, my name is Noel Vilchez, I am a Producer, I live in the Community of El Tule.

We believe that we are giving ourselves a great opportunity to achieve the dream that we have longed for, I think that the Reform is already justified by those great Projects that we see today.

We are looking at Road Projects, talking about the Municipality of Condega to Jinotega, there are those roads, how can we not mention this at the National Level, we believe it is a great opportunity that we are going to achieve with this Reform because it is already clear  with the great Projects that we have.

How can we not mention production if it is such a very important base, because without production, we cannot live without food, and that is what Nicaragua has despite the drought we have.

I was looking at Condega, the small Municipality of 70 Communities, 35 are going to produce, maybe you are looking at some Communities that you are not going to harvest, but they have places that are very productive and how can I not thank God for that part and also grateful to you for giving us this great opportunity, because this Reform is coming to help us.

If you have a public office, for four, five years, that you are just getting used to then two more years multiplies the chance to continue developing.

I think that the President is here at the national level, there has not been a corner anywhere where there is not a Project and there are those Reforms, there are all those women, all those men working.

How nice to see a lot of women with the men, I love those women very much because that reflects the name of my grandmother and my mother.

Grateful to you, because as I was saying, it is a great opportunity, we have a President of us all and he will continue to be of us all. Thank you very much.

Something very important that the Lord speaks of in his Scriptures, and he says, that we must be peacemakers, we are called to maintain Peace, and with this Reform it is intended that we maintain Peace in Nicaragua.

Every day, more and more poverty is eradicated and the Rights of all these People who are here today are restored, and we can achieve that with the help of the Lord, under the guidance of the Co-Presidents, and above all, also of you, who God has placed to direct the Laws that are going to govern our country, so that our Nicaragua continues to shine out. A Free Nation or Death!

Mayor Franscico Valenzuela

Some other Compañeras and Compañeros to close the First Stage, the weather has been good to us, Compañeros and Compañeras we are going to let Dr. Gustavo Porras hold the vote.

Dr. Gustavo Porras

How enjoyable it is to listen to you all, one is filled with pride because these are words that are not far-fetched, the heart comes out, they are felt; that is really comforting, it gives us all strength to move forward.

We are going to always continue with Daniel, with Rosario, with the Revolution, with the Sandinista Front on this path of Restitution of Rights, and with all the expressions we agree, with everything.

With our Producer Brother who said that he loves the presence of women so much, he said it excitedly, and then wanted to compose it a bit, saying my grandmother, my mother. But the truth is that all of us who are here, men, women, children, young people, have to love each other, because that is the cement that unites us, because we are Nicaraguans, that is the most important thing; we feel the same, we have lived through the same, we are united for this Free Nation.

Look at this meeting that we have here, we have representatives of different Political Parties here, there is not only the Sandinista Front. But the Brothers and Sisters are clear that this is a moment when first and foremost is the Nation. We are all united, and so we have to unite all our neighbors, our neighborhoods, everyone, because it is an issue for the Nation, for Nicaragua, for Nicaraguans.

Now we are going to put the Reform to a vote before you, before this Great Assembly of the Condega Family, of the People President of Condega.

We are going to put it to a vote. Raise your hands those of you who agree with the full approval of the Constitutional Reform we have presented. Put your hand down.

Raise your hands those who are against... those who abstain. Let's shout out Viva Nicaragua, those of us who agree with the Reform. Long live Nicaragua! Approved, Brothers and Sisters. We leave Pancho to close.

Mayor Francisco Valenzuela

Thank you very much, it was a very important session, very emotional, very eloquent, with a lot of commitment, with a lot of clarity to continue ratifying this Constitutional Reforms that comes to strengthen us as a Nicaraguan People, as a Sovereign, Independent and Forever Free People.

This is a Model that is appropriate, internalized by all Nicaraguans, because it is our genuine, own Model; a Model that is not copied, those concepts of Democracy that we have are measured and completely in their own interests.

We have our own Models, this Model that has been building as the People President, real Democracy, Youth Democracy, People's Democracy, Democracy of Commitment and Revolution.

That is why we want to congratulate our Co-President, Comandante Daniel Ortega and Compañera Rosario, who took the initiative and transferred it to the National Assembly to make those Partial Reforms that are fundamental for Peace, Tranquility, for Good Living, to continue on this Path of Prosperity, to continue fighting poverty.

That is very important, we have worked this Day in the Department of Esteli with good Assemblies, with good meetings, with the presence of the National Assembly and the representative presence of all sectors: Youth, Women, Producers, Athletes, Artists, the institutions of this Good Government that are part of this State of Nicaragua.

So, we want to thank you for the presence of all of you, we are very satisfied; these Reforms must be defended, they must continue to be explained, we must continue to internalize the dimension they have for institutional strengthening, for Nicaragua’s Democracy, dignified and proper to each and every Nicaraguan.

Long live Heroic Condega!
Long live Comandante Daniel and Compañera Rosario!
Long live the People President!
They Could Not Prevail, Nor Will They!
Free Nation!
