President of the National Assembly
Good afternoon, Compañeras and Compañeros. Good afternoon Brothers and Sisters of this City of La Trinidad. We are here with you, and I want to introduce you to the Brothers and Sisters who are here presiding, starting with our political secretary, Compañero Francisco Valenzuela, to whom we offer an applause. The members of the Executive Board of National Assembly and those who make up the Special Constitutional Commission are also here with us.
I am going to introduce them to you so that you get to know them, Dr. Arling Alonso, who is the First Vice President; our Heroine Amada Pineda, who is the Second Vice President; we have there Dr. Edwin Castro, who is the Head of the Sandinista Front political grouping; Dr. Mario Ascencio, Head of the Independent Democratic Party; and to friend Lester Flores, Head of the PLC political grouping.
We have Dr. Loria Dixon, First Secretary of the Assembly, Dr. Wilfredo Navarro, Second Secretary; Dr. Alejandro Mejía Ferreti, Third Secretary of the Assembly.
We have the presidents of two commissions, Compañera Dr. Auxiliadora Martínez, president of the Justice Commission, and Brother Dr. Wálmaro Gutiérrez, president of the Economic Commission.
We have the Compañeras and Compañeros of La Trinidad, the families of La Trinidad, but we also have the Brothers and Sisters, the Families and the Compañeras and Compañeros of San Nicolás, who are here. We have La Trinidad and San Nicholas, here are the municipal political secretaries of these municipalities, whom we welcome.
There are militants of our Victory Units, both municipal, territorial and institutional. We have the Compañeras and Compañeros of the Municipal Councils of La Trinidad and San Nicolás and there are the Coordinators and the Members of the Sandinista 19 de Julio Youth.
There are Young People here, because without Young People we have no guarantee of either the Present or the Future. But there is also something very important in the present, which is Institutionality; there are the Mayors and Councilors of our Municipalities, whom we welcome.
And there are the Families of the Municipalities of La Trinidad and San Nicolás, we welcome them. But I was also going to ask my fellow Deputies to stand up so that you can get to know them, but they said to go ahead, it's the People President, so they are with us, they are with the People President.
They are Deputies of our National Assembly, because this Model is the Model of the People President, we cannot forget that, and that is why we come here to consult with you.
This Meeting, this Assembly is for Consultation, and I am a speaker, so it is difficult for me to stop talking, but when they tell me that we have to consult, well, we have to consult. I’s like to know if they gave you the leaflet. Did you all get one? It seems that only she has not.
This is what we have come to consult, in previous events we have talked about the history, which is very important, but I have come to realize that all of us already know it because we live it. But let's review it.
These 7 points that are here are what the Reform Proposal contains. You know that on September 1st, in Honor of the Patriotic Nation the Assembly, under the guidance of Comandante Daniel, Compañera Rosario, who send a warm embrace to all of you, send greetings to all the families of La Trinidad and San Nicolás.
Their guidance was, after July 19th, that we have to make a Constitutional Reform, we have to reform the laws so that there will no longer be elections here where the enemies of the people come to cause trouble, or to want to take things over again and turn Health and Education into businesses. That is, to disrupt what we have achieved.
With that guidance, and the work we did, all the research we did, we came to these 7 points that we approved on September 1st. These 7 points that are here; you have them in your hands and we are going to explain them, and they are there on the screen.
What are we approving? Since a Constitutional change has to be approved twice, that is, in the first legislature, and the following year again, we still have time to consult, so that everything is clear, and also, if there are new ideas, we incorporate them.
What are we approving? One, that they do not come to us with stories that they are going to pass a Law like the Nica Act or that they are going to pass a law called Renacer, or whatever it is called.
We approve in our Constitution, because the Constitution is what determines what is done in each country; we approve that no law of any other country, or group of countries, or international organizations has legal effects in Nicaragua.
In Nicaragua, it is the laws of Nicaragua are valid and have effects. There is no law from another country that has extraterritorial force here. That was the first thing, so that they don't come to raise an outcry. No, this is our Constitution and our Constitution says that no law from outside is valid. Are we clear on that? That's the First Point.
The second point, there you have it. When we started looking at history, what we found was that outsiders came here to say who was going to be president and who was not. Moreover, they were coming to conduct the Elections, so then we approved the Second point which says: They will not be able to nominate candidates for positions of popular election, nor appoint them to positions which the President appoints, nor those elected by the National Assembly. The Assembly has that faculty and there you have the list of positions.
The coup plotters cannot take part; traitors to the nation, they cannot take part; those who incite or promote foreign interference, they cannot take part; those who call for military intervention, they cannot take part. How nice, they ask for military intervention and they want to come to be election candidates, they can't; those who organize with foreign financing, they can't; oh, and anyone asking for money from outside so they can come and destroy things here, they can't.
Those who ask for economic or commercial blockades, look how beautiful they are, please blockade Nicaragua. and then they want to participate in Nicaraguan elections, they can't; neither can those who ask for sanctions against the Nicaraguan State, or against Deputies, or against individual people, they can't; and those who don't comply with the Constitution, that's what the second reform article says.
That is to say, if they want to send someone to us here, a coup plotter, someone selling out the nation, they dress them in white and start a campaign so as to generate conflict; they cannot take part.
Are there going to be elections? Sure, yes, and are there going to be elections as there always have been? Yes, the National ones, and then the Municipal ones and then the Regional ones, as always. And are they going to be at the same polling stations? At the polling stations where they have always been. And who is going to vote? Those over the age of 16, men and women, who have their ID and are on the electoral roll as it has always been.
Will the political parties participate? Yes, just as here we have the PLC, there is the PLI, there is the ALN, the APRE and the Sandinista Front. That is not the problem, so then what is the problem? That no coup plotters are going to come here, no one who sells out the nation, not one who is seeking war, those people cannot participate. Have you understood me? Yes. And if you understood me, do you agree? We agree; well, we've already had two of the reforms.
The third: A while ago the terms of the elections were every 5 years; the terms were every 5 years, but last year we approved that they would be every 6 years. But now we are reviewing and we see we need time for stability since it is important to develop the country. Let's see, no one is in government just so as to be in Government, it should not be like that, that is the mentality of those who sell out the nation, of all those who exist and have existed in the world who only want to be in government so as to steal.
One is in government so as to give the Nicaraguan people and families a path to prosperity, and that is the strength that we have.
Now on the way here, I saw that they were setting up the camp for the construction that we had approved about two months ago, more or less, of the highway section from Telica to San Isidro, which is going to be new. That's what being in government is for. Government is there so as to repair the roads, of which there are now over 5,000 kilometers. People are in government in order to build hospitals, to build pediatric hospitals, hospitals like the one in Las Segovias, or the Choir of Angels in Estelí.
That is to say, that is why people are in government; but some people think that being is government should mean every 5 years being able to say, you move over because now it’s my turn; but that is not so. We need stability, so seven years is what we are proposing, every seven years is the change, via elections, the change of government, the change of authorities, every seven years is the period. Are we clear about that, what we are talking about?
So, let's do the math: When are the next elections going to be? In 2028. You already know that. There it is. So we have three reforms now.
But since we are cohesive, since the People must be cohesive, as we are all united, united as Deputies, as are you, all our politicians, all the brothers and sisters of the national police are united.
Because that is what gives us strength, and just as all the different political parties which have taken up this challenge for the Nation are all united, then the reform also says that, simply by Constitutional Right, the Army Law and the Police Law should be changed and, therefore, seven years also for the Head of the Military Forces, the Commander-in-Chief of the Military Forces, and for the Heads of the Police Forces. The same. So that everything is consistent. Are we agreed? Do you understand? That's the other thing we proposed.
The fifth point is that the Supreme Electoral Council should be reinforced to be able to say: Well, now we are going to hold elections every seven years, we have to organize them. They are the ones who organize them, the Supreme Electoral Council, with the Departmental Councils, with the entire electoral structure.
But it also has to have the power to be able to say: Let's see, are you going to stand as a candidate? Wait, and who are you? Look, but if you are one of those who have been asking for an invasion here, or look, if you are a coup promoter, or look, if you are a terrorist. Why are you coming to stand as a candidate?
So then the Supreme Council has to verify and has to have the power to say: No. You can't take part. And it also has to identify whether there is a political party that receives money from abroad. The, no, you can't take part; period.
So, this point 5 is one that constitutionally empowers, so that the Supreme Electoral Council has the power to carry out what has been approved. Are we clear? So that means reinforcing the powers of the Electoral Council.
Sixth. Let's go to the sixth change, to the sixth article, to the sixth point. What does that say? This is what it says, we're going to make reparation, we're going to make amends, since we had done a great wrong. We are going to do justice. Why? Because we have held the Inauguration on January 10th, and on January 18th this person was born... Who was born on January 18th? Rubén Darío. And who is Rubén Darío? He is the man who made our small country known all over the world, in the Universe, he is a Universal Poet.
But, in addition, they only taught us the poetry without teaching us the strength of Darío's Poetry, Darío's ability to visualize the Future and to be a Prophet. We would sing or declaim the “Ode to Roosevelt” from memory. But when you analyze it, its anti-imperialist content, its content of Dignity, is brutal.
We recited “Caupolican” without realizing that what we were reciting was recognition of our indigenous identity, the same identity that years later Darío said: “American Indian blood runs through my veins; that in itself entails being loyal and sincere, brave and dignified.” So, we can't keep doing the great civic event on January 10th, and leave the 18th to one side.
Constitutionally, the inaugurations for a new government, in this Reform, are going to be on January 18, in our country. Do we understand that? Are we clear?
And finally, as things have to be coherent, as things have to be well harmonized, it cannot be, that on the one hand we are approving the period of seven years, and on the other hand there are Compañeras and Compañeros here, Councillors, Deputies, who are elected for 6 years. So their periods have to be extended.
So the reform says, the current periods have to be changed to seven years, so that they are spliced, so there is nothing that can be called a power vacuum; that is, your authority is over and you are going to spend a year without authorities, that cannot be. But all this is also valid for all the appointed positions, the Army, the Police, the Supreme Court, so that the whole country functions in an orderly manner. Are we clear? These are the seven reforms. That's it.
Now it's my turn to listen to you, so that we have all afternoon and part of the evening, if you want, and if you have new ideas, we will take them, we will write them down, we receive them, because this reform will not be sealed until January 18th next year, which will be the second legislature.
Were the Compañeras and Compañeros of La Trinidad clear? Were the Compañeras and Compañeros of San Nicolás clear? I don’t hear dissent. Am I correct? Well, those of La Trinidad, those of San Nicolás, and the Deputies and all the Authorities present, are we clear? Yes. I hear you now.

On behalf of our Glorious and Heroic Youth, the Youth of all Times, the Trinidadian Youth, the Nicaraguan Youth, we want to support these Reforms with great respect and with deep honor, because we are aware and we are clear that they are in defense of National Sovereignty. But we are also clear that they guarantee the tranquility, security and well-being of Nicaragua’s families, and of course, of Nicaragua’s Youth. Thank you very much.

Good afternoon, I’m a teacher, Juana Isabel Martínez Calero, from the municipality of San Nicolas.
Supporting this Reform allows us to ensure Peace, Stability and Security. We are aware that each of these seven points that were addressed are fundamental to continue in a Model of Peace and Tranquility.
We know that the laws, that the Constitution, are not static, they have to be in constant evolution to be able to adapt to our reality.
The Sovereignty of Nicaragua is not disputed, the Sovereignty of Nicaragua adapts to changes, with a Social, Political and Cultural Model that allows the Stability of all Families and everything centered on the Human Person. Thank you.

Good afternoon, Compañeras and Compañeros, Members of the National Assembly. My name is Faren Aaron Fajardo Flores, municipal resident of La Trinidad, of the Federation of Secondary Students.
As a High school student, and as a young person I agree with the new Constitutional Reform, because as young people we need stability to study, stability to work, and stability to build a future in our beautiful Nicaragua.
I agree, because seven years allows a continuity that has never been seen in the history of Nicaragua. We know that every five years, during the time of Government, what one side did could be dismantled by the other side in the blink of an eye. But seven years allows us that continuity, allows us and guarantees us that Security.
I agree, because in the Elections we will have Security and we will have the Right to choose, we will have the Right to vote, and we will vote. But we also have the right not to choose the people who caused violence in Nicaragua.
We have the right to choose people who represent us, people who agree that we have a Free and Always Blessed Nicaragua. Because the sovereignty of a People is not disputed, it is defended with arms in hand.

Good afternoon, Compañeros and Compañeras, Deputies; Trinidadian Brothers and Sisters and Sanicolaseño Brothers and Sisters. I'm Omar López Camas, I come from the municipality of San Nicolás, from a community called La Tejera. I'm a builder.
I am here, Brothers and Sisters, to express my categorical support for the Constitutional Reforms. I am absolutely sure that these Constitutional Reforms will strengthen Democracy; Democracy that implements our Christian, Socialist and Solidarity Model. Democracy that is tangible.
The Democracy that can be seen in Schools, in the Restitution of the Rights of Children; in the property titles that the families receive, for the legal security of their Property; for the restitution of the Rights to Health of Nicaraguan Citizens.
In the Democracy that builds Schools for boys and girls; in the Democracy that makes university free for young people, and for young Nicaraguans. It is in that democracy that I believe, because I believe in the Sandinista Front, and I am absolutely sure, that these Reforms are going to allow us to continue doing that.
Not in the Democracy of bots, and trolls, which is the style of the imperialists to put their candidates and their Presidents, who later are the ones who sell out the lives of their Citizens of other countries.
And we have plenty of experience in our country, of the kind of people who have been put up by the Imperialists at different stages of history in our country.
Today, to make an appeal to all, Brothers and Sisters, Trinidadians, Sannicolaseños, from the Communities and Neighborhoods that belong to us, we have the historical responsibility today to defend those Reforms, to defend ourselves.
For me today, and with these Reforms, that catchphrase is institutionalized that I would like everyone to share: They Could Not Prevail, Nor Will They!

My name is Alba Lucía Morán and today I come on behalf of the Workers of the Ministry of Health, Pedro Altamirano General Hospital, La Trinidad.
Today we respectfully express and ratify the Constitutional Reforms that guarantee the development of our Country, these Reforms that are currently in their second stage.
Not only that, but we consolidated the progress achieved in all the Projects in various sectors of our Society; speaking in terms of Free Education, Health, Housing Construction Projects, Roads; Projects that have eliminated and have fought Poverty, Projects that guarantee Well-being and Equity for all Nicaragua’s families.
Today we ratify the Constitutional Reforms that allow us Peace, Sovereignty and Stability. Not only that, but today we also say, no to the interference of foreign laws that want to come here and change what we are now as brave Nicaraguans.
Today we say no to foreign interference and ratify the Constitutional Reforms that guarantee the Well-being of this Society, Development and Stability, which we have achieved only under the leadership of the Government of the Co-Presidency of Comandante Daniel Ortega and Compañera Rosario Murillo.
Today we honor the blood and bravery of our Heroes and Martyrs who fought for this Peace, who fought for this Economic Stability.
Today we say this not only, as the Ministry of Health, thanks to more Hospitals with great state-of-the-art equipment, but also thanks to Maternity Shelters, thanks to all the Programs and Projects that guarantee Health, to Oncology Programs and countless others, which I think if we were to count all day, we would not finish.

Good afternoon, greetings from the Maestro Carlos José Blandón Ruiz, Official of the Ministry of Education. First of all, for an allusion, it is like a feather that I take off under the hat with which I write.
Nicaragua is a country that knows of Struggles and Honor, its History has been marked by bitter Revolutions and Evolutions in which, every Hero and every Martyr of this Blessed Homeland, sealed with the price of their blood, famously that the General of America Augusto César Sandino who challenges us saying: “The Sovereignty of a People is not disputed, it is defended with arms in hand.”
Today, all of us present are part of transcendental changes, where the Peace and Security of the Nicaraguan people are not only vital, but also an essential condition to guarantee the progress of this Nation.
This reform process that we are living and celebrating is nothing more than a response to Darío's Call, towards the same Ideals that the Revolutionary Government of Nicaragua proclaims.
Oh, our peoples!
Oh, our peoples!
Come together in hope and in work and in peace.
Do not seek the darkness, do not pursue the chaos,
And do not water our land with blood.
Our grandfathers of old fought hard enough for the Nation and for Freedom.
Far from being an epitaph, it is a cry of confirmation and vehement commitment of the heroic and glorious Trinidadian Youth, of our Sandinista July 19th Youth, who, aware after so many centuries the enemy remains the same, energetically support the Partial Reform of the Political Constitution.
Well, since our Youth are the best advertisement for this country, we can continue betting on the Independence, Sovereignty, Dignity, Security and Peace of this land, of every corner of Nicaragua. For as long as Nicaragua has children who love her, Nicaragua will be free.
And here is the Youth President, the Youth of all Time to say “Present!”. There may other twisted individuals, there may those confounded people, as our Co-President exclaimed, there may be those presumptuous people; but we go onward to the Sun of Freedom, flying the same banners as Comandante Tomás Borge proclaimed and as Darío said: Onward towards the vast azure, always Onward.

As Youth, as a young peasants and as a young people, we strongly support this Reform, this Reform that is the stone of Andrés Castro, it is the stone that brought down the filibuster, and it is above all, above all, what reaffirms that no imperialist will rule in this Land of Lakes and Volcanoes, because here is the Youth, and the Youth since the beginning of the Sandinista Front has always reaffirmed that we are brave, capable, and above all we are the stone in the shoe of the Empire.
We know that they have tried, they have dared forcefully, but the Youth, with a steadfast, sharp voice, has said, They Could Not Prevail, Nor Will They!
This Reform says it clearly, it is the Restitution of the Rights of the Nicaraguan People, and we recognize the spilled blood of all our Heroes and Martyrs, and we raise with a firm voice and with a raised fist, the Legacy of General Sandino, of Carlos, of Tomás, and of all those who died for the Sovereignty of our Nicaragua, for the Triumph of Nicaragua.
And we have been saying this for many years now, the Youth has been who has communicated, who has proclaimed the new Victories of the Sandinista Front.
And today, with our fists in the air, with a brave and committed heart, to defend the Homeland, Sovereignty and Dignity, we tell you, They will not return, because there will be no elections again for the traitors and bootlickers. And we will not be a colony of the Empire as unfortunately some countries are today.
Nicaragua, is not and will not be one of those countries that we know all too well, we already know the sad history of those countries; I think Nicaragua is looking beyond, and this Reform says it, we are looking towards new Victories, and towards not being a backyard or any kind of colony, of any Empire, that is what we reaffirm.
Here the People of La Trinidad and the People of San Nicolás shout out and we say firmly: They could Not Prevail, Nor Will They! They will Never Return! Thank you very much.

Good afternoon to everyone, my name is José Ramón Sandoval, I am an Agronomist, I believe that Nicaragua has always been a country that has fought for liberation from all points of view. With the advent of the Sandinista Front when it was founded at the time when our Compañeros, Carlos Fonseca and Tomás Borge were young, it meant the first great triumph of Nicaraguans, the Sandinista Front.
Today I feel excited because this is the first Government that calls on us to consult on Electoral Reforms.
I believe that we should not just remain half silent. We have to fight hard for this Electoral Reform to be for the benefit of of all the Nicaraguan people, that is why I, today, fully support i with all my conviction. We fight to win! They will not pass!

Good afternoon Compañer@s, the truth is that what our Good Government is doing, by calling on the People to consult, that the People are President, I believe that from there we are defending Sovereignty; from there we are making a Nation for ourselves.
Imagine, if in the four years that we have been here the Government has done great things for Nicaraguan Families, Housing Programs, Loans for Entrepreneurs, I heard a Compañero who is an Entrepreneur. The Zero Usury Program that benefits the Nicaraguan people.
And lets not leave out, in sports, today we have the best facilities, and I can say it, in Central America, because I have been representing my beautiful Nation in several events, and the truth is I have seen the changes that our Good Government has made; there are Sports Scholarships.
Today, even in my area, which is sports, it is one of the areas that the President has supported, as well as in all other sectors; I believe that these changes of the Reforms benefit the Nicaraguan people.

Good afternoon everyone, welcome, Vladimir Andino, Son of the Revolution, Public Servant, and wherever you send us, we will be there.
Since the Comandante's Speech, I have long had the habit of sitting down with my 94-year-old grandfather, to listen to the Comandante, bringing two generations together, and we really understood it there between the two of us, what the Comandante meant when he talked about the retaining wall.
He already gave me the first steps, Dr. Gustavo Porras has a very big and really admirable mission, and we are proud of all these popular sessions, this is what we have to do, this is really what we have to do.
As a Public Servant, as an active Militant, serving on the Health front, we fully support these Reforms, and thus confirm the continuity of our Sandinista National Liberation Front Party.

Good afternoon, Compañer@s, senior citizen that I am, I also give a greeting to all our national elected authorities; Deputies, Leaders, at all levels.
I have come a long way within the Sandinista Front, and I have done so with a firm foot. I want to tell you that we, and whoever I talk to in the community where I live, support the Reforms, because we know that it is one that comes to us to ratify the rights of all citizens, be they small, humble, on low incomes, poor, half poor, those who are above, they go for everyone, because the Law is for everyone, it is not just for a few.
The Government we have is for everyone, for everyone who believes in it or not, it is the Government of the country; so these Reforms are coming to strengthen us all.
And speaking as a Councilor of the Sandinista Front for many years, because I have been a Councilor in this municipality for about 25, 30 years, I have worked with Liberal Mayors in many eras, and they have respected me, I have stood in front of them, and we have never fought with bad language, but yes via dialogue, yes, with words that I have spoken they have respected me, and sometimes they have listened and done what I said.
I want to tell you that when we lost the elections, Frank Boedecker came and said to me, well teacher, you are staying here as the Head of the political grouping, you are the one who is going to lead these five remaining Councilors of the Sandinista Front in La Trinidad.
As a Councilor, one way to show is that we defend the Reforms is by working in the direction of the Projects that our Government has sent us, and that citizens, Communities, Neighborhoods send us to carry out those Projects that we plan annually, to do them with quality and warmth. Let the little we do be done well so that another person cannot come to destroy it. So, we support the Reforms 100%.

A very good afternoon, it is an honor to have you here Doctor Porras, to all the Deputies, I think, for the first time in La Trinidad.
I am 48 years old, my name is Dr. Linardo Flores Martínez, and I work at the Hospital in La Trinidad .
I am very happy about these Electoral Reforms, I grew up in the dusty streets of the city of Nandaime, under the legacy of Oscar Turcios, Ricardo Morales Avilés and Jonathan González.
They lived in a safe house, a few meters from the house where I grew up; so I grew up under those revolutionary principles, also under the legacy of my grandparents and my uncles who were massacred in San Juan de Limay in Esteli, by people who did not love our Nation, just for thinking about a better, more united, developed Nicaragua.
I grew up in a different Nicaragua than today, in the 80s I was a 10 to 12-year-old child; in an assaulted Nicaragua, with many difficulties to live through back then.
I always dreamed of those principles of the Revolution, in the ‘90s I grew up with governments that were not Revolutionary. Later I went to UNAN-Managua to study and train as a Doctor, because I knew that God had given us this land here so that we could live happily ever after, United, Reconciled and in Victories.
I grew up under those governments when it was difficult to study, I remember those struggles for the 6%, I wondered, if the 6% is Constitutional, why did we have to go out to the streets to fight for it. At that time Dr. Porras was our teacher, and he inspired us with this struggle, which sooner or later was going to become a reality.
Thank God, I managed to fulfill my dream, to be a Doctor, to be a Public Official, I come from hard-working people, I know what it costs to fight in our Nation under attack.
Today I share my experiences with young people today, I would have liked to have had such opportunities in studies, in education. However, I am not selfish, I feel happy that these young people have grown up in a totally different reality from mine. And I'm going to share those Principles with my 2-year-old, who loves this Revolution, who fights for the Revolution, who lives for the Revolution.
Accepting these Electoral Reforms is a commitment to the Stability of Nicaragua, to Reconciliation and National Unity, but above all, it is to share that Joy of living in Peace.
So, in the name of my medical association, of our Ministry of Health, we support these Electoral Reforms, and may God be guiding every heart with a Revolutionary Conscience, to defend this Nation for which our Heroes and Martyrs fought so that we could live better.

Greetings, I am Linda Hernández, a student of the José Martí Institute of the municipality of La Trinidad, I also belong to the FES. I am very grateful to you, first of all, for asking our opinion about whether we are satisfied with this Constitutional Reform. I am grateful, because this Government has provided us with free education, it has provided us with hospitals, that we can all enter them, regardless of our status, who we are.
We are also grateful for all the Projects they have done, for helping all people, and it is not only being here in the City, but also the Projects that have been done in the Communities helping people with few resources, giving them food, also free education.
For my part, I thank all of you. I remember my grandmother and she talks to me, that at that time she had her children in the war and almost most of them died on her. It's a huge pain to have to watch all those little kids die, not to see them grow up to be great professionals. So far she has only five left alive.
I thank this government that is here because thanks to them until this moment we are not at war, we have Peace. With this Reform we will be able to demonstrate our sovereignty not dominated by other countries.
We say no to foreign interference because we no longer want other people telling us what to do, and without giving our opinion, obscuring our voice. And we say to them: Fist high, open our books! We thank all of you for taking us into account.

Doctor Gustavo Porras
On behalf of all my fellow Members, and on my own behalf, I really want to thank you for this seminar. Here we find a People President, a People that has articulated, Dignified thought. A People that expresses with dignity what it feels, a people that has been developing with a language of Freedom, of Revolution, a language of consciousness.
This Compañero who spoke last, the Brother of the Sandinista Youth, said something that many years ago, or a few years ago, not many, some might say, because he said True Truths.
That is to say, little by little we are making progress in these thoughts of our language, because ours, the Revolution, as you say, what we all say are True Truths, because there are also what the enemies try to impose, false truths.
And that tells us, here there is a Youth with a Conscience, a Youth who knows how to identify and who must identify, what is a True Truth? and what is a false truth that they use to deceive?
And if not, remember all the terror they cast on us with those social networks, and all the terror they want to instill in us us with false truths, with inventions. We all already knew it, we had already heard that a lie repeated a thousand times becomes the truth.
But in these times where repetition is done at the speed of light, where they put one thing as the other Brother who participated said, they deploy bots and repeaters so that suddenly you feel that there is an avalanche of opinion against you, to impose a false truth on you.
That cannot be forgotten for us, we have to be aware, and for me it has been an experience, and I am sure for all my Compañeras and Compañeros, this experience today, here with you has been a rewarding experience.
I think the best decision today is not to have spoken, it is to have listened to you, because everything I was going to say, you said it, and better.
Before I give the floor to our Brother Pancho Valenzuela, I just want to show you some photos. The history of Nicaragua shows us via some very plain laws, the first thing is that we are a much coveted country, desired by the great powers because we are a beautiful country, but, in addition, with a strategic position because we are between the Pacific and the Caribbean. The imperial greed and ambition for our historically coveted riches, for the privileged geographical position we have. That's a law, and that means, watch out! we have to be ready.
Secondly, that's why they're going to attack us, that's why the Spanish attacked us, that's why the English came to the Caribbean, that's why the Yankees came later, that's why we spent our history fighting. But what happens, in the face of every aggression Nicaragua stands fast and produces, Heroes and Heroines who defend the Dignity of the Nation with their blood. That's the second thing.
The third thing, which we cannot forget and is also part of the decision of the Reform is, among the heirs of the oligarchy, who are the heirs of the Spanish Colony, there have always been traitors and quislings, putting themselves at the service of the empires that have wanted to subjugate us. This is a third thing that we cannot forget.
And the fourth, which is this, the most important, together with the Heroes and Heroines of our History, our Dignified, Courageous People always rises up, never Selling Out or Surrendering, and who always, as long as we remain United, United Everyone, will be the main force to confront and defeat imperialist aggression.
These four things cannot be forgotten, and that is what marks the Unity of the People President; it is united, regardless of positions, work, ages, religions, ethnicities. The united Nicaraguan people are invincible, we are invincible, and now we are all united to defeat poverty, all united so that there is a Nation, Because this Consultation is, There is a Nation, We have a Nation, We have a Patriotic Nation!
Let’s see what's never coming back, this is what's never coming back. Look here at a ballot paper with the gringos saying what should be done in Nicaragua, a ballot of the gringo bipartisan system.
And here we have the Law that the gringos approved, the one that is there on the screen, and that Law says; look, it says here, the right to vote belongs only to 21-year-old Nicaraguan men; that is, that no Women, no Compañeras had the Right to vote. That's what they wanted, and that's their kind of democracy, since that time.
Of course, now they're feign they are different, but we can't allow it; let’s see what we're going to defend, what are we defending? There it is, look at what the voting was here; look with the Yankees in front supervising the polling stations, this person was the president of the Polling Station, this little Yankee who is here; he was president of the Supreme Electoral Council in Estelí, you can see the Department of Estelí, his name was Major Josep Pate.
That's what we defend, you all said it well, we defend the improvement of the road from San Nicolás to La Estanzuela, we defend the road to La Ceibita, Pueblo Nuevo, we defend the 100% electricity coverage that you have, the Germán Pomares Health Center, the Water Treatment Plant, we defend the Hospital “Coro de Ángeles”. That's what we stand for, that's what I meant when we said, the government is for building, for the People, it's for the People President.

Compañer@s, we want to thank this Session of Direct Democracy, this practice of the People President that have been guided by Comandante Daniel and Compañera Rosario and which has promoted, that has developed the empowerment of this Heroic People of Nicaragua.
We would like to thank Dr. Gustavo Porras, President of the National Assembly, the members of the Executive Board of the Assembly, the Special Commission on Constitutional Reforms, the Deputies who are among the People President.
To the Delegations, of course, of La Trinidad, of San Nicolás, to all the different sectors, to the Heroic Youth, Sandinista Youth, Students of the FES, to the Compañeras and Compañeros of Health, of Education, of the Police, of the Ministry of the Interior.
To the members of the Victory Units in all the spaces, Neighborhoods, Communities, to the Municipal Authorities, Mayors, Vice Mayors, members of Municipal Councils, to this entire Community, to all of us who are present in this practice of Direct Democracy.
Definitely, Compañeras and Compañeros, I was telling Doctor Porras that we are also surprised by the understanding of our Laws, the appropriation of our Laws, what we understand, what we interpret the work we are doing.
I believe that these are the results of the Revolution itself, in other words, how much we have educated ourselves in the Revolution, with free Education, with the Rights of Freedom, with the Rights of as citizens to say what we know. With the techniques that are also practiced in the environment, that are being developed, that are being promoted, when we share all our work practices, our coexistence practices and the experiences we have all had.
This is a people that is educated, it is a people that has knowledge, and that is thanks to the Revolution, it is no coincidence Compañeras and Compañeros how we have seen this evolution of ourselves how we have changed, through all these years the whole thought of the citizenship has evolved, the whole thought of the People President.
And these are the fruits that we don't see sometimes, but when we have a Session of this Nature, that for the first time in my life we have had so many Deputies here in La Trinidad . It is the National Assembly that is here, and they are going to visit 100 Municipalities.
100 Municipalities, and there have been real marathons of sessions, that's the People President, they are our Legislative Authorities in the Territory, consulting, enriching the ideas.
The Compañeras and Compañeros carry ideas here, the dynamic has been reversed, as Doctor Porras said, we have learned, we know, we have resumed, and that domain of our message has been reflected; that Right we have to express ourselves, to be consulted, to defend our Revolution.
These Municipalities have prospered a lot and have changed; the images that Dr. Porras presented to us are extraordinarily shocking. And it is important Compañeras and Compañeros, that we defend what has been done, that road that was missing a little bit from San Nicolás, Estelí in the Tisey, now it has been developed with so much entrepreneurship.
100% Energy in the scattered Rural Communities and that you would never have dreamed of getting it there. The Compañeras and Compañeros have even carried the lamp posts out to the Communities, which was impossible due to the dispersion that there was or for the difficult terrain of the territories.
All this has been restored, the Roads, the Highways, the Health Posts, the Rural University, the presence of the Universities in the Municipalities, in Miraflor, in Santa Cruz, here in the Communities, the Technicians in the Rural Communities, the Trade Schools, the Maternal Shelters, as the Compañeras and Compañeros said.
These towns have changed, this atmosphere is beautiful, this atmosphere we didn't have in these places. This Libraries, Museums, the Pedestrian Streets, these Sports Fields and Stadiums, the Promotion of Sport and Culture, we didn't have this before.
We have impressive achievements of the Revolution, and here a lot was suffered particularly in La Trinidad in 2018, it was the hardest roadblock we had in the Department of Esteli.
Near here, maybe I'm not going to be so direct, so as not to hurt their sensibilities, there were many people who destroyed and contributed to destroying our country, our Municipalities, they terrorized people, René Arroyo who is here, they kidnapped him; they made people suffer a lot.
At that time they were also given a brief period of forgiveness but there are people who re-offend and re-offend, and there are people who still persist and continue to harm our People. They want to return us to that life of terror, to that brutal dominance, to those threats.
Precisely these Reforms have that great meaning of protecting the Peace, Tranquility, Security and Social Stability which we have achieved.
That is why there is unanimous support for these Constitutional Reforms promoted by our Government of Unity and National Reconciliation presided over by Comandante Daniel and Compañera Rosario, promoted by the People President, approved by the National Assembly, approved by all Social Sectors of our Country.
So, Compañeras and Compañeros, although we have knowledge and good administration, it also corresponds to us to share the Good News, the discussion, the Consensus, the explanation to all sectors, no matter how long it may take, no matter how far we have to persist, we should always keep working.
Because as a Compañera who intervened said, laws are not static, nor is a country’s Revolution; we have to continue making Revolution to improve the living conditions of our People, because we still have many challenges.
The challenge of fighting poverty is the main objective of our Government. We have made great achievements, and we have reduced extreme poverty and poverty. But the scourge and the inheritance that we have was so deep that it is not so easy to carry out that process of change.
We have to continue deepening the Revolution and with these Laws and other Laws that may exist for the Well-being of our People, they will remain in force and will continue to be necessary.
So the validity of these Laws is a defense that begins with the human person, with the Community, with our Institutions, that is the commitment we have.
We want to thank again, all the Compañeras and Compañeros who attended, with discipline, with attention. It is very important that there is a People President who listen and also suggest, and also contribute to this process.
