President of the National Assembly

Good morning Brothers and Sisters, good morning Compañeras and Compañeros, good morning Brother and Sister Heroes of the Rigoberto López Pérez Commando, here we all are Brothers and Sisters; good morning to the members of the Executive Board of our National Assembly and to the members of the Special Constitutional Commission we have been working on.

We also welcome the magistrates of the Supreme Electoral Council, our Compañera Heroine, our National Hero, Compañera Brenda Rocha, President of the Supreme Electoral Council; Compañero Lumberto Campbell, former guerrilla comandante and Magistrate of the Supreme Electoral Council, and also Coordinator of the Sandinista Front for the Nicaraguan Caribbean Coast.

To Compañero Cairo Melvin Amador, Magistrate of the Supreme Electoral Council; to Compañera Mayra Salinas, Magistrate of the Supreme Electoral Council, and to Compañera Alma Nubia Baltodano, Magistrate of the Supreme Electoral Council.

Also members of the Commando, and we want to send an embrace, a greeting to Eddy Olivares, who is in hospital fighting as always, as we all have to fight; a greeting and an applause to him. And also to Compañero Billy Ramirez, also a member of the Rigoberto López Pérez Commando, our greetings.

We also greet Compañero Oscar Pérez, he is the leader of our young people, they made him Deputy Minister as an official position, but he is a leader of out young people; there is also Compañera Darling Hernández, who is Minister of Youth, but also a leader of young people.

Compañera Hanny Montenegro, who is departmental coordinator of the Juventud Sandinista 19 de Julio, and Compañero Yasser Arellano, National Coordinator of the Guardabarranco Environmental Movement.

We have here with us Compañer@s of the Sandinista Youth July 19th. You can hardly hear them. I want these young people to be heard: The hogs from the piggery have now gone to the piggery in the sky. Where is the Sandinista Youth? They Could Not Prevail, Nor Will They!

We have also our Brothers and Sisters who lead the struggle every day, the brother and sister Journalists, communicologists of our Citizen Power media. A daily, permanent struggle for the truth and for the Revolution.

And we have with us, always present here, our Co-Presidents, Comandante Daniel and Compañera Rosario always present, always with us, always at every moment of our country’s history.

And all the relatives of our Brothers and Sisters are also here, because each one of these Brothers and Sisters, Compañeras and Compañeros, Heroes, every one of them, would not be who they are, if they did not have their family to support them, to give them strength, and to continue giving them strength, to continue giving strength to all of us Nicaraguan Families. Here are those families of our Brothers and Sisters of the Rigoberto López Pérez Commando. Welcome Brothers and Sisters.

This is a Special Session Commemorating the 48th Anniversary of Operation Death to Somocismo... Carlos Fonseca Amador. It is the Operation carried out by the Rigoberto López Pérez Commando, if that Operation had not been carried out, and if these Heroes of our Patriotic Nation had not taken on that role and had not continued to carry out the role they have at this moment giving us strength, reminding us, then we would not be here, neither we Sandinistas and nor those patriots themselves would be here.

That is why, for that Operation, for that Sandinista Front Force, for this Commando, history has brought us here. So, Brothers and Sisters, we are going to hold this Special Session in Honor of that Operation Death to Somocismo...

Good morning, Compañeras and Compañeros; Compañeras and Compañeros of the Executive Board of the National Assembly; Compañeras and Compañeros Deputies, Compañeras and Compañeros Magistrates of the Supreme Electoral Council; Youth, Representatives of the Sandinista Youth and Youth in your Community; Compañeras and Compañeros who are joining us this day.

From here we send a greeting to our Co-Presidents, Comandante Daniel Ortega, Compañera Rosario Murillo; to the relatives, children, wives, brothers and sisters of the Fallen; Compañeras and Compañeros survivors of this heroic feat.

The People of Nicaragua, led by our Government, presided over by our Co-Presidents, Comandante Daniel and Compañera Rosario, remember every August 22nd and 23rd two events that marked a before and after in ourr political and social history.

Both actions or facts condense the essence of our Sandinista Popular Revolution: Firstly, for it courage, its courage which changed the way an entire people thought about the belief that Somoza was untouchable; and secondly, the construction of a social project which begins with the great Literacy Crusade. In both of them we can observe the protagonism of Youth, guided by our elders within the ranks of the Sandinista National Liberation Front.

Today, our Sandinista National Liberation Front is fighting to consolidate a new national consciousness, based on Dignity, Sovereignty and Equality for all of us as Nicaraguans.

The eradication of poverty is being fought for.

We are fighting for every Nicaraguan to have a decent home, all within the development of our government's projects.

We are fighting for the consolidation of our Sovereignty, by making our own decisions as Nicaraguans, with no consulting anyone except the Sovereign who is our People, the owner of our Destiny, the mission our Deputies have so as to get the best of the best in our Constitution.

They are fighting for all Nicaraguans, without distinction, with no exceptions, so that we are all equal before the Law, in terms of opportunities and gender.

Today, as we are celebrating the heroic feat of the assault on the National Palace, we must remember what motivated the FSLN to carry out this action. It is imperative to remember it, because it was the prelude to the Triumph of July 19th 1979, imposing itself over Somoza's dream.

Somoza longed to massacre our Students, our imprisoned and tortured Leaders, and for the FSLN to be annihilated.

48 years ago this small group of warriors who still survive, took a firm step to fulfill the mission of a Free Nation or Death. Today we are remain steadfast firm and it only remains for us to say: Comandante, awaiting orders, to fulfill any mission!

To remember our fallen Compañeros and Compañeras is to honor their memory, because, as we know, our Heroes are forgotten whenever we do not remember them. And in this case, every celebration that is made in remembrance, is an honor to the fallen and today we can say that as well to those who still survive.

Today, Compañeros and Compañeras who are with us here, survivors of this heroic feat, this Rigoberto López Pérez Commando, today we tell you that the Sandinista National Liberation Front, Comandante Daniel, Compañero Rosario and every Sandinista National Liberation Front militant are going to continue building this path, guided by the wisdom of our two main leaders, who are our Comandante Daniel and our Compañero Rosario, who have taught us the future, who have taught us that today Nicaragua can indeed dream in Peace, in Tranquility, and that the hospitals, the school, the programs for peasant families are present here today.

Today, every one of the programs for this heroic youth is present, from each of the universities, from each of the classrooms, which was also the dream that you all had at the time of carrying out this heroic feat.

And today, here, in this Blessed, Prosperous and Forever Free Nicaragua, we can say today that we continue to triumph and that we are going to continue to fly this flag which not only has two colors, but also has the intact faith and, above all, the courage of a People who have fought so that today our Comandante Daniel, our Compañera Rosario and the Sandinista National Liberation Front, fulfill our dreams, overcoming any challenge that stands in our way.

Because here we, as Nicaraguans, are victorious; here we, as Nicaraguans, make a Patriotic Nation, not only to be able to say so out loud, but also to make it happen with each of the actions that lead us to remember also, Compañeros and Compañeras, your actions.

Compañeros and Compañeras of the Rigoberto López Pérez Commando, 48 years ago, in this place, and today those dreams and that struggle, that mission that you carried out for a Free Nation or Death, as you said so well, today are being fulfilled and we are ensuring the future, not only for ourselves as Youth, but also for so many children that we see sitting here with us today, so many children for whom today the future is no longer a mere temptation, and the dawn is no longer a mere temptation.

Today we are more sure than ever that, through these new generations, through this seedbed that is germinating today, we are going to continue to hold up high the greatly valuable meaning of this flag has, these red and black colors, and with the guidance of Comandante Daniel, of Compañera Rosario, this way ahead is being built, and while there is still time to travel we are more than sure the way ahead will be prosperous today, tomorrow and always, Compañeros, Compañeras.

How proud Nicaragua’s Youth are to belong and to have Free Men and Women who have fought for this Patriotic Nation!

This morning we were talking with some Compañeros and Compañeras from the guerrilla commando, and we were really animated, we were excited to hear them. We asked them, why were they aligned with the Sandinista Front? And they told us: We were young.

I was listening, and I asked them a question: How old were they when they joined the Sandinista National Liberation Front? And the compañeros and compañeras told us, 15, 16 and the oldest 20 years of age. That is to say, it is a generation of youth that taught us to love, to care, to fight, and you have shown us the way.

When we listened to you, when I listened to you this morning, I couldn't help really, I couldn't help but recognize in you a whole heritage of men and women who taught us to fight for our Patriotic Nation; General Sandino, Cacique Diriangén, General Benjamín Zeledón, and many other Heroes and Heroines; men and women like Blanca Aráuz, who have fought for this Nation.

And this Youth, Nicaraguan youth, who have learned from you, who have learned from your lessons, and who we have learned with you, we feel very content, very happy to be able to be here on this day that is so special and historic for us, because it is a day of reaffirmation of Nicaraguan Youth, that together with Comandante Daniel, with Compañera Rosario, we are going to continue making our Nation, we are going to continue building that Legacy, which like you we have all built, Peace.

In the morning we were also talking with Sahi, one of the little granddaughters of the Heroes, and you could see in her smile, you could see in her gaze, full of vitality, that is precisely Revolution. When we looked at the grandchildren, the nephews and the combatants, we were looking at the Eternity of the Revolution, and that has greatly moved us.

And this day, from the Juventud Sandinista July 19th, hand in hand with Comandante Daniel, hand in hand with Compañera Rosario, we want to tell you, that we are all  the Rigoberto López Pérez Commando. We are all the Rigoberto López Pérez Commando!

The Youth who work, the Youth who study, the Youth who doing Science, the Youth leading solidarity actions in the Neighborhood and the Community, we are the Youth of the Indigenous and Afro-descendant Peoples, of Women... We are all the Rigoberto López Pérez Commando!

So on this day we want to tell you that we are going to continue, that everything is far from over here, for there is a great Future, and we are going to continue shaping the Future, which is our commitment to you and to all those who have gone before us; to all of you who have believed in us.

One Compañero told us this morning, his pseudonym in anonymity was “Mario”; he told me: I dreamed of a Youth able to enjoy what I am seeing that you are enjoying today.

So we want to tell you, Compañeros and Compañeras survivors, your families, our Sandinista Youth July 19th our commitment is just like yours: Steadfast, Loyal, Sincere, with our Patriotic Nation, with our country’s Families. It is going to continue and that is precisely the message: We continue with the  Sandinista Front, with Comandante Daniel and Compañera Rosario, building the Present and the Future for Everyone.

Brothers and Sisters of the Sandinista July 19th Youth ; Sisters and Brothers of the People President, of the Youth President; Brothers and Sisters of the Youth Deputies; Compañeras and Compañeros Deputies; Brother and Sister Members, Magistrates of the Supreme Electoral Council, with whom we began this task.

Brothers Members of the Rigoberto López Pérez Commando... Emilio, Rutilio, José Hermógenes, Porfirio Halima, Juan Lorenzo, Dolar, Pantoja, Eddy Olivares, hasta donde está; Billy Ramírez.

Brother Oscar Pérez, Sister Hanny Montenegro, Brother Yasser Arellano, Brothers and Sisters of the Youth.

On July 19th of this year, the Deputies of the National Assembly received a mandate; we received the mandate of our Co-President Comandante Daniel and our Co-President Compañera Rosario.

They set us to work to put up the wall, the necessary legal barrier so that there would no longer be elections here allowing the enemies of the People to return to government, to return to power.

And the Comandante said clearly, the importance of this. Why do they want to come back? To do make education a business, to make health care a business, to privatize everything, even the highways; they want to return us back to the neoliberal darkness. And that's why they tried the coup attempt, that's why their yankee owners threw them into an adventure in which the People, with Daniel and Rosario in the lead, defeated them.

In 2018 they were thrown into an adventure, but who were they? The great-grandchildren and great-great-grandchildren of the people who applauded William Walker; the great-grandchildren and great-great-grandchildren of the people who murdered Benjamín Zeledón; the great-grandchildren and great-great-grandchildren of the people who betrayed Sandino. They are the ones...!

The great-grandchildren, the great-great-grandchildren, or the grandchildren, of the same ones who carried on, in this place, when it had not been liberated, when our Brothers demonstrated that they could do so, that it could be done; when they demonstrated that the insurrectional strategy Comandante Daniel had proposed was correct; when they demonstrated that the somocistas were vulnerable, as Comandante Daniel had demonstrated in October of 1977 in San Fabián and all the Insurrectional Struggles... When they demonstrated that, they were the same ones who were here serving as the chorus to Somocismo.  That's why the “Death to Somocismo” Operation remains in force still .

What the People of Nicaragua did in 2018 was Death to Somocismo! Because, after all, when you see the concatenation of historical facts, it is the same people who want to return; it is the same interests, the same intentions, the same sellouts, the same subordinates to the Yankee, the same... even the same names! This is because they are grandchildren, great-grandchildren and great-great-grandchildren.

But they are unimportant, they always were, they don't know and can't even imagine what a People with consciousness are is, they can't imagine what a Patriotic Nation is, giving birth, at every moment of its history, to Heroes and Heroines, like the ones we have mentioned.

And with Daniel and Rosario at the head, all these People, all united, all of us, we have to make our way guaranteeing the Revolution; but for that we have to guarantee Stability, Security and Peace. Peace, the greatest aspiration of all Nicaraguans, of us all.

All of us have wanted Peace, for centuries, since even before we were Nicaragua; the Cacique Nicaragua, Nicarao, offered Peace, but he realized that they were coming to dominate us. And he joined with Diriangen, and defeated them.

And we defeated them at every moment, we defeated them in San Jacinto. Zeledón defeated them eternally, because Zeledón fathered Sandino. He defeated them, in Ideas and in Thought, Darío, because Darío, our Prophet, said clearly on which side the enemy was: on the side of the North. That is the reality of our people.

And today I come here tasked by my Compañeros and Compañeras, to offer, without second thoughts, to Comandante Daniel and Compañera Rosario, without second thoughts, to this Commando, representative of the guarantee of the Nicaraguan people, to our Brother and Sister Deputies, and to this Invincible Youth, I come to offer to you all the Report of these days of work following July 19th.

We began to work from then on, following the directive, and we began holding permanent consultations with different sectors of our People. So far we have held 25 consultations.  But these are not straightforward consultations, they are consultations where Compañeros and Compañeras are both present and by means of on line virtual communication, with the municipalities, with the institutions.

If there is an electoral reform like this one, under the guidance of Comandante Daniel, then the People of Nicaragua must know about it, what it is, and so that all sectors of Nicaragua’s People have been consulted, this is what we have done.

We began holding these consultations and, indeed, under the due guidance of our Presidency, and with the clear understanding that there are three concepts that we must all defend, we began on that basis: Peace, above all, which is the aspiration of the People, but for there to be Peace we need Security and Stability.

And so we began to work on Stability, Security and Peace. Why? Because they are the three necessary conditions for an objective that unites all Nicaraguans to be totally free and independent, that is, to defeat poverty. Comandante Daniel said as much earlier this week: We need to work to eliminate extreme Poverty and continue to make progress combating Poverty.

So that is how we set to work, we formed the Special Commission; we presented the initiative that same day, the day we started... And in presenting this report, to the Comandante, to the Compañera, to our Brothers of the Rigoberto López Pérez Commando; to the Deputies, to the Youth, and to the Nicaraguan People, we want to tell you that so far in the consultations we have counted 99,832 protagonists participating in the consultation overall.

But these are the consultations we have accounted for. To these must be added, in the Departments, the Deputies, our Brother and Sister Political Secretaries; in the Institutions, all the Compañeros and Compañeras, all the Workers, were multiplying that number as well.

They have sent us photos, they have sent us videos, and it impresses me when they send me photos and videos where our People are raising their hands in favor of this transformation.

Because we are convinced, we are multiplying, we are consolidating; we are putting up that wall, that barrier, on which Comandante Daniel and Compañera Rosario have guided us. We are going to guarantee that there will be no more elections allowing the enemies of the People to grab power, take over the government, seize power and roll back the conquests of the People.

You can see these images, these images show that the first thing we did to start, with the wise guidance of our Leaders, was to present the Reform, the Reform ideas, to Ambassadors, to Members of the Diplomatic Corps accredited in our Country. That immediately cleared... Why? Because the tall tale that Representative Democracy had been broken, that there would be no Elections, that tall tale fell flat.

There are going to be elections! They are going to be free and democratic elections! Yes, there will be a Universal, in person, direct, secret vote, as it has always been! Yes, there are going to be elections at the polling stations using the same polling stations there have always been!

All Nicaraguans can vote... Nicaraguans! And the fact that you were born in Nicaragua is not the only thing that makes you a Nicaraguan. All Nicaraguans have the right to vote, but those who are traitors to the Nation lose that right. The coup plotters lose that right! Anyone who violates the Constitution loses that right! Those who violate the Constitution lose that right!

Our Constitution has fundamental principles, our Constitution has a principle that is inviolable, which is the one that establishes that we are defenders of Independence, Sovereignty, Self-determination, Peace and Security, and that we have the duty to defend them, and that anyone who violates that is a traitor to the Nation.

These are the ones who are not going to be able to vote; anyway, they cannot any more, because they are not here, They Could Not Prevail, Nor Will They! And They Won't Be Able to Come Back and They Won't Be Able to Vote!

So this is what we are reviewing in the Consultation, since July 29th, with one or two sessions a day. We have talked with the Military Forces of the Army, with the Police Forces with the Ministry of the Interior, with Communicators and Journalists of the Citizen Power Media, with the Deputies to the Central American Parliament, with the Municipal Authorities of the People President.

3,151 were connected on line in the Municipal Authorities, with the Regional Governments and Councils of the Caribbean Coast, with the Original Peoples and Afro-descendants came together connecting on line; we connected with the Medium Small and Micro Businesses, Creators, Innovators; we connected with the Tourism Sector, with tourism entrepreneurs as well.

Then Wednesday, August 12th we had a massive connection with Professors, Educators and Teachers of all levels. 20,500 were connected on line, plus 92 that we invited in person. In other words, a very large coverage.

On Thursday, August 13th with Specialist Doctors and Health Workers; 219 in person and 12,079 connected on line.

State workers, 26,000 connected on line and 300 Brothers and Sisters in person.
On Friday the 14th with Workers in general, we communicated with 12,000 Workers.

With Construction Workers, with 1,400 connected on line.

With Mining Workers, 100 face-to-face and not only were there Workers, but also Mining Worker entrepreneurs, and 100 face-to-face, representing everyone; and another 183 in the afternoon that day, on August 19th who are Workers in the Free Trade Zones.

Also with Athletes and Sports Promoters we met with 161 Protagonists in person, but these Protagonists are Brothers and Sisters who are going to multiply spreading the information, because they are the Presidents of the Federations, the Presidents of branches of Sport that are multiplying the spread of the information. That's why I was telling you, these are the protagonists we have accounted for, but that will multiply.

On Thursday the 20th, this is impressive, we met, as I told you, with Athletes and Sports Promoters, but also in the afternoon we met with Religious Sectors, and there were 845 Pastors present in person. with connections on line for almost 3,000 Brothers and Sisters.

Yesterday the 21st we met with the Transport Sector with 150 Brothers and Sisters in Person and with an on line connection of 4,800 transport operators across the country.

Each and every one of these sectors was speaking out. And we closed yesterday with Traders in general, Market Traders who are retailers, they are Traders in general.

We met with 150 face-to-face and 4,000 were connected on line. That's what gives us the result of 92,832 Nicaraguan Brothers and Sisters having been consulted whom we have accounted for. Let's say, the Front Line, because that number is multiplying, and of them 3,513 have been in person, and 89,319 connected on line.

That's how far we have come, Comandante Daniel, Compañera Rosario, that's how far we have come, Brothers and Sisters of the Supreme Electoral Council, Brothers of the Rigoberto López Pérez Commando, Brothers and Sisters of the Youth, Compañeros and Compañeras Deputies, Brothers and Sisters of the Executive Board. That's how far we have come in this task.

We are making progress in this task, we still have to cover other sectors all this week, and we still have to close the process. Who are we going to close with? We are going to close with the Youth of Nicaragua, with the students of Nicaragua.

And there we have a directive which is clear, the directive of our Leaders, Comandante Daniel and Compañera Rosario, if the People are President, the Youth is President, the Youth is Deputy, let it not be said we are going to close the consultations with you Brothers and Sisters of the Youth, merely occupying the seats of the Deputies. On that day you will indeed be there, you will be in the Chamber, you will be in the Plenary.

There we will hold the consultation that day, and then prepare to hold the Approval Session the week after.

So this is where we have come to so far, we are complying, and we are fulfilling our task with your spirit, Brothers and Sisters, and you know very well; one can feel pain, one can feel tired, one can get hoarse, unable to sing, but here we go on. Why? Because as you know yourselves, the Sandinista National Liberation Front has taught us Discipline, Conscience, Decision, Disposition. That's who we are, that is indeed who we are.

Comandante Daniel at the beginning of the week made reference to a letter that should be read, the Letter of Benjamin Zeledon to his wife. There you have to read that letter, a letter where he writes and says: I have only two choices, to survive, or to be killed.

But, getting out alive meant accepting their gold and he mentions gold in the letter... Accept all their promises and surrender. And he says, but if he were to get out alive that way, he wouldn't be able to live in Nicaragua, because he wouldn't be able to live in a place where the invader's flag flew over his head.

So, he says, I have only one choice, to give my life for Nicaragua, to offer my life because Nicaragua is, as Sandino also said, something similar, right? It is the Love of my Loves, it is what determines the chances for our Families, our People to get ahead.

And he took that decision, the traitors arrived and, ah, what a coincidence!, a Chamorro together with the Yankees, they murdered him, and abused his body and dragged his body through the streets of Catarina, where Sandino saw him; and then he wrote and described what he saw, and said: That's the Apostle of Freedom, he called Zeledón the Apostle of Freedom.

That is the reality of our lives. And we were talking with our Compañeros and Compañeras about whether it's the same, and it is the same, as they say in police reports, the same modus operandi of these criminals, Yankee aligned traitors and oligarchs, they wanted to bring terror to the Nicaraguan people, dragging Benjamin Zeledón through the streets of Catarina.

Just as in 2018, they wanted to bring terror to us by burning our Brothers and Sisters alive, tying them up and flogging them, stripping them naked to terrorize us. But in the same way that they outraged Sandino, this time they outraged Daniel, Rosario, the FSLN and all patriotic Nicaraguans, and we got rid of those criminals, those evil traitors to the Nation, once and for all. That was the response of our people.

So, Brothers and Sisters, this is the report that we had to make, that we make to all of you, to our Copresidents, to everyone.

But we also have something else to submit to you, since all the Deputies are here, this Initiative is approved with 100% of the Deputies, much more than the Constitution requires for its Reform, but also the signatures of all the Alternate Deputies and of the Deputies to the PARLACEN were added; in other words, it has complete consensus.

Now I am going to put this proposal to the vote, this directive of Daniel, of Rosario, this Agreement of the Executive Board of the Assembly, this proposal for you. We need to make it clear, beyond any doubt, that no law from wherever it comes, from any foreign country, no matter how powerful it is, or wherever it is, no such law has any legal effect in Nicaragua.

Nicaragua belongs to Nicaraguans, Nicaragua belongs to Nicaraguans, and the Laws, as the Constitution says, the Political Constitution of the Republic of Nicaragua, we have to defend it, since the Laws are made by Nicaraguans, for Nicaraguans, and no one can come from outside to dictate any laws to us.

So, the guidance of Comandante Daniel and Compañera Rosario to us is that we should make sure of that, reinforce that concept. And our Constitution in its Fundamental Principles addresses this in Article 2, and I'm going to read it, given what we're proposing to you, and we're going to put it to a vote with you.

It is to submit to a vote of all the Deputies, so as to incorporate an addition in the Reform Law namely now, to add one more point. But it is not just any point, it is a point of Sovereignty, of Independence, of Self-Determination, it is a central point that we must fulfill.

Article 2 currently reads as follows: “Nicaragua bases its international relations on Respect, Friendship, Complementarity and Solidarity among peoples and reciprocity based on the Sovereignty of States. Nicaragua adheres to the Principles of International Law recognized and ratified in a sovereign way.

Therefore, all types of political, military, economic, cultural and religious aggression are inhibited and prohibited, as well as intervention in the internal affairs of other States. Nicaragua recognizes the principle of peaceful settlement of international disputes by the means offered by International law and prohibits the use of nuclear weapons and other means of mass destruction in internal and international conflicts; it ensures asylum for the politically persecuted and rejects all subordination of one State to another.

No measure violating international law taken by States, groups of States or foreign Governments against Nicaraguan Institutions, Officials and/or persons shall be valid for the Nicaraguan State, which has the right to take the necessary measures to protect its National Sovereignty.

Nicaragua favors regional integration and advocates the reconstruction of Central American Unity. We work for the construction of the Great Latin American and Caribbean Nation, based on the Unifying and Fraternal Ideals of Bolivar and Sandino.

Nicaraguans are fighting for a new Multipolar Order in the world, based on Brother and Sisterhood, Solidarity, Complementarity, Cooperation, Equality and Respect between States.

Nicaragua reiterates the full validity and legal force of each and every one of the conclusions and Resolutions issued by the International Court of Justice of The Hague in its historic Judgment of June 27th 1986 on military and para-military activities in and against the Republic of Nicaragua, in accordance with International Law and Nicaraguan legislation. The State of Nicaragua has the right to take the necessary actions to guarantee full compliance with this historic judgment.” So far this is currently Article 2.

We propose to make a Reform and add this next paragraph, which I am going to read, add it to submit it to you and introduce it as an Addition in the Reform Law.

It reads: It is added to include in the Reform, that we are proposing. The Political Constitution of the Republic of Nicaragua prohibits and therefore, does not permit the extraterritoriality of Foreign Laws.

Only the application of Agreements signed on behalf of the Nicaraguan State; no Law, do pay attention to this, no Law, Regulation or Norm issued by another State, Groups of States or International Organization that subverts or undermines the Independence, Sovereignty, National Self-Determination, Security, Peace of the Nicaraguan People and Nation, shall have legal effect in the National Territory.

That is, that they cannot come to tell us that we have to pass a Law, one Law for each... In our country only the laws of the State of Nicaragua are the ones that take effect. The laws are Nicaraguan for Nicaraguans, and no law from outside can come and confound things by taking effect in Nicaragua.

I submit to a vote whether we should submit this Request for an Addition to the existing partial Reform, adding one more Article to the Reform by including this last paragraph which ensures for us in our country that only Nicaraguan laws can have legal effect.

Raise your hands, those who agree... Put your hands down. Lift up your hands those who are against... No one. Those who abstain? Is there anyone who didn't vote? 100% of the Deputies, 100% of the Young People, 100% of the Members of the Commando, 100% of all Nicaraguans.
