Les damos la bienvenida también a l@s Magistrad@s del Consejo Supremo Electoral, a nuestra Compañera Heroína, nuestra, Heroína Nacional, la Compañera Brenda Rocha, Presidenta del Consejo Supremo Electoral; al Compañero Lumberto Campbell, Ex Comandante Guerrillero y Magistrado del Consejo Supremo Electoral, y Responsable por el Frente Sandinista para la Costa Caribe nicaragüense.

También miembros del Comando, y queremos mandar un abrazo, un saludo hasta el Hospital a Eddy Olivares, que está luchando como siempre, como tenemos que luchar todos; un saludo y un aplauso a él. Saludamos también al Compañero Oscar Pérez, él es el Dirigente de la Juventud, me le pusieron Viceministro por el cargo, pero es el Dirigente de la Juventud; igual está la Compañera Darling Hernández que es la Ministra de la Juventud, pero Dirigente de la Juventud.
La Compañera Hanny Montenegro, que es la Coordinadora Departamental de la Juventud Sandinista 19 de Julio, y el Compañero Yasser Arellano, Coordinador Nacional del Movimiento Ambientalista Guardabarranco.
Tenemos aquí con nosotros a Compañer@s de la Juventud Sandinista 19 de Julio. Casi no se oye. Quiero que a estos jóvenes los oigan: Los chanchos de la chanchera, que están en la chanchera mayor. ¿Dónde está la Juventud? ¡No Pudieron, Ni Podrán!
Tenemos a nuestros Hermanos que llevan la lucha todos los días, l@s Herman@s Periodistas, Comunicólog@s de los Medios del Poder Ciudadano. Una lucha diaria, permanente por la verdad y por la Revolución.
Y tenemos con nosotros, aquí presentes siempre, a nuestros Copresidentes, al Comandante Daniel y a la Compañera Rosario siempre presentes, siempre con nosotros, siempre en cada momento de la Historia de nuestro País.
Y por aquí también están, todos los familiares de nuestr@s Herman@s, porque cada uno de estos Herman@s, Compañer@s, Héroes, cada uno de ellos, no fueran ellos, si no tuvieran esa familia que los apoya, que les dio fuerza, y que les sigue dando fuerza, y que nos sigue dando fuerzas a todos nosotros las Familias nicaragüenses. Ahí están los familiares, nuestros Hermanos del Comando Rigoberto López Pérez. Bienvenidos Herman@s.
Esta es una Sesión Especial Conmemorativa del 48 Aniversario de la Operación Muerte al Somocismo... Carlos Fonseca Amador. Es la Operación realizada por el Comando Rigoberto López Pérez, si esa Operación no se hubiera realizado, y si estos Héroes de la Patria, no hubieran asumido el papel y no hubieran seguido asumiendo el papel que tienen en este momento dándonos fuerza, recordándonos, no estaríamos aquí, los Sandinistas y los Patriotas no estaríamos aquí.
Es por ello, por esa Operación, por esa Fuerza del Frente Sandinista, por este Comando, que la Historia nos ha llevado hasta aquí. Así que Herman@s, vamos a hacer una Sesión Especial en Honor a esa Operación Muerte al Somocismo...

Buenos días, Compañer@s; Compañer@s de la Directiva de la Asamblea; Compañer@s Diputad@s, Compañer@s Magistrad@s del Consejo Supremo Electoral; Juventud, Representantes de la Juventud y Juventud Sandinista en su Comunidad; Compañer@s que nos acompañan este día.
Desde aquí les mandamos un Saludo a nuestr@s Copresidentes, Comandante Daniel Ortega, Compañera Rosario Murillo; a los Familiares, Hijos, Esposas, Hermanos de los Caídos; Compañer@s sobrevivientes de esta Gesta Heroica.
El Pueblo de Nicaragua, dirigido por nuestro Gobierno, presididos por nuestros Copresidentes, Daniel y Compañera Rosario, recuerda cada 22 y 23 de Agosto dos acontecimientos que marcaron un antes y un después en su Historia Política y Social.
Ambas acciones o hechos condensan la esencia de nuestra Revolución Popular Sandinista: El primero, por su valentía, su arrojo, que cambió la manera de pensar de todo un Pueblo sobre la creencia de que Somoza era intocable; el segundo, la construcción de un Proyecto Social que inicia con la Gran Cruzada de Alfabetización. En ambos podemos observar el protagonismo de la Juventud, guiados por nuestros mayores dentro de las filas del Frente Sandinista de Liberación Nacional.
Hoy, nuestro Frente Sandinista de Liberación Nacional lucha por consolidar una nueva Conciencia Nacional, basada en la Dignidad, la Soberanía y la Igualdad en todos nosotros como nicaragüenses.
Se lucha por la erradicación de la Pobreza.
Se lucha porque cada nicaragüense tenga una Vivienda Digna, todo dentro del desarrollo de los Proyectos de nuestro Gobierno.
Se lucha por la consolidación de nuestra Soberanía, al tomar nuestras propias decisiones como nicaragüenses, sin consultarle nada a nadie, más que el Soberano que es nuestro Pueblo, Dueño de su Destino, Misión que tienen nuestros Diputados para sacar lo mejor de lo mejor en nuestra Constitución.
Se lucha por todos los nicaragüenses, sin distingo alguno, con sus excepciones, que todos somos iguales ante la Ley, las Oportunidades y de Género.
Hoy por hoy, que estamos en la Celebración de la Gesta Heroica del Asalto al Palacio Nacional, debemos recordar qué motivó al FSLN llevar a cabo esta acción. Se hace necesario recordarla, porque fue la antesala del Triunfo hasta llegar al 19 de Julio de 1979, imponiéndose sobre el sueño de Somoza.
Somoza soñó con la masacre de nuestros Estudiantes, de nuestros Dirigentes presos y torturados, y que el FSLN estaba aniquilado.
Hace 48 años este pequeño grupo de Guerreros que todavía sobrevivimos, dimos un paso firme para cumplir una Misión de Patria Libre o Morir. Hoy seguimos estando firmes y solo nos resta decir: ¡Comandante, ordene, para cumplir cualquier Misión!
Recordar a nuestros Compañeros caídos es hacerle Honor a su Memoria, porque, como sabemos, se olvidan nuestros Héroes siempre que no los recordemos. Y en este caso, cada celebración que se hace recordando, es un Honor a los caídos y hoy podemos decir que también a los que sobreviven.

Hoy por hoy, Compañeros que nos acompañan, sobrevivientes de esta gesta heroica, este Comando Rigoberto López Pérez, hoy les decimos que el Frente Sandinista de Liberación Nacional, que el Comandante Daniel, la Compañera Rosario y toda la militancia del Frente Sandinista de Liberación Nacional vamos a seguir construyendo este camino, guiados por la sabiduría de nuestros dos máximos dirigentes, como lo son nuestro Comandante Daniel y nuestra Compañera Rosario, que nos han enseñado el Porvenir, que nos han enseñado que hoy Nicaragua sí puede soñar en Paz, en Tranquilidad, de que hoy aquí están presentes los hospitales, la escuela, los programas para los campesinos.
Hoy está presente cada uno de los programas para esta Juventud Heroica, desde cada una de las universidades, desde cada una de las aulas de clase, de que ese también fue el sueño que ustedes tuvieron al momento de hacer esta hazaña heroica.
Y hoy, aquí, en esta Nicaragua Bendita, Próspera y Siempre Libre, nosotros hoy podemos decir que continuamos triunfando y que vamos a continuar enarbolando esta pañoleta que no tiene solamente dos colores, sino también tiene la fe intacta y, sobre todo, la Valentía de un Pueblo que ha luchado para que hoy nuestro Comandante Daniel, nuestra Compañera Rosario, el Frente Sandinista de Liberación Nacional, nos cumpla nuestro sueño, a pesar de cualquier desafío que se nos interponga en el camino.
Porque aquí nosotros, como nicaragüenses, somos vencedores; aquí nosotros, como nicaragüenses hacemos Patria, pero no únicamente decirlo de la boca para afuera, sino también hacerlo con cada una de las acciones que nos conllevan a recordar también, Compañeros y Compañeras, las que ustedes hicieron.
Compañeros del Comando Rigoberto López Pérez, hace 48 años, en este sitio, y hoy esos sueños y esa lucha, esa misión que ustedes hicieron como Patria, Libre o Morir, bien lo decían, hoy se está cumpliendo y estamos asegurando el futuro, no únicamente de nosotros como Juventud, sino también de tantos niños que vemos hoy aquí sentados, tantos niños de los que hoy el porvenir ya no es una tentación, ya el amanecer no es una tentación.
Hoy estamos más que seguros de que, a través de estas nuevas generaciones, a través de este semillero que hoy germina, nosotros vamos a continuar enarbolando el significado tan valioso que tiene esta bandera, estos colores rojo y negro, y de la mano del Comandante Daniel, de la Compañera Rosario, este camino está construido, pero todavía falta tiempo por recorrer y estamos más que seguros de que este camino va a ser próspero hoy, mañana y siempre, Compañeros, Compañeras.

¡Qué orgullo pertenecer la Juventud Nicaragüense y tener Hombres y Mujeres Libres que han luchado por esta Patria!
Esta mañana conversábamos con algunos Compañeros del Comando Guerrillero, y nos emocionábamos realmente, nos emocionábamos al escucharlos. Les preguntábamos a ellos, ¿por qué estaban enfilados en el Frente Sandinista? Y nos decían ellos: Éramos jóvenes.
Yo les escuchaba, y les hice una pregunta: ¿Qué edad tenían cuando se integran al Frente Sandinista de Liberación Nacional? Y los Compañeros han dicho, 15, 16 y el mayor 20 años. Es decir, es una generación de Juventud que nos enseñó a amar, a cuidar, a luchar, y ustedes nos han enseñado el camino.
Cuando nosotros los escuchábamos, cuando los he escuchado esta mañana, no podía evitar, de verdad que no podía evitar reconocer en ustedes todo un linaje de Hombres y Mujeres que nos enseñaron a luchar por nuestra Patria; al General Sandino, al Cacique Diriangén, al General Benjamín Zeledón, y a distintos Héroes; Hombres y Mujeres como Blanca Aráuz, que han luchado por esta Patria.
Y esta Juventud, Juventud nicaragüense, que ha aprendido de ustedes, que ha aprendido de sus enseñanzas, que hemos aprendido con ustedes, nos sentimos muy contentos, muy alegres de poder estar en este día que para nosotros es especial y es histórico, porque es un día de Reafirmación de la Juventud nicaragüense, que de la mano del Comandante Daniel, de la Compañera Rosario, vamos a continuar haciendo Patria, vamos a continuar construyendo ese Legado, que como ustedes hemos construido, la Paz.
En la mañana también estábamos conversando con Sahí, una de las nietecitas de los Héroes, y se miraba en su sonrisa, se miraba en su mirada, llena de vitalidad, y eso precisamente es Revolución. Cuando mirábamos a los nietos, a los sobrinos y a los Combatientes, mirábamos lo Eterno de la Revolución, y eso nos ha emocionado.
Y este día, desde Juventud Sandinista 19 de Julio, de la mano del Comandante Daniel, de la mano de la Compañera Rosario, queremos decirles, que todos somos Comando Rigoberto López Pérez. ¡Todos somos Comando Rigoberto López Pérez!
La Juventud que trabaja, la Juventud que estudia, la Juventud que está haciendo Ciencia, la Juventud que está liderando en el Barrio y la Comunidad acciones solidarias, somos la Juventud de los Pueblos Originarios y Afrodescendientes, las Mujeres... ¡somos el Comando Rigoberto López Pérez!
Y en este día queremos decirles que vamos a continuar, que aquí no ha acabado todo, que hay mucho Futuro, y vamos a continuar construyendo el Futuro, ese es nuestro Compromiso con ustedes y con quienes nos han antecedido; con ustedes que han creído en nosotros.
Nos decía el Compañero en la mañana, que su seudónimo en el anonimato era “Mario”; me decía: Yo soñaba una Juventud que disfruta lo que hoy estoy viendo que están disfrutando.
Y les queremos decir a ustedes, Compañeros, Compañeros sobrevivientes, Familiares, Juventud Sandinista 19 de Julio, de que nuestro Compromiso es así como el de ustedes: Firme, Leal, Sincero, con la Patria, con las Familias. Va a continuar y ese es precisamente el Mensaje: Continuamos al Frente, con el Comandante Daniel y con la Compañera Rosario, construyendo el Presente y el Porvenir de Tod@s.

El 19 de Julio del presente año recibimos un Mandato los Diputados de la Asamblea Nacional; recibimos el Mandato de nuestro Copresidente Comandante Daniel y de nuestra Copresidenta la Compañera Rosario.
Nos mandaron a trabajar para poner el muro, el bloque legal necesario para que aquí no volvieran a haber Elecciones que permitan que los enemigos del Pueblo regresaran al Gobierno, regresaran al Poder.
Y el Comandante lo dijo claramente, la importancia de esto. ¿Para qué quieren volver? Para hacer negocios con la Educación, para hacer negocios con la Salud, para privatizar todo, hasta la Carreteras; quieren volver para regresarnos a la oscuridad neoliberal. Y por eso hicieron el intento de Golpe, por eso sus Amos yanquis los tiraron a una aventura, que el Pueblo, con Daniel y Rosario al frente, los derrotamos.
En el 2018 los tiraron a una aventura, pero ¿quiénes eran? Los bisnietos y los tataranietos de los mismos que aplaudieron a William Walker; los bisnietos y tataranietos de los mismos que asesinaron a Benjamín Zeledón; los bisnietos y los tataranietos de los mismos que traicionaron a Sandino. ¡Esos son...!
Los bisnietos, los tataranietos, o los nietos, de los mismos que le hacían, en este lugar, cuando no había sido liberado, cuando demostraron nuestros Hermanos que podían, que se podía; cuando demostraron que era correcta esa Estrategia Insurreccional que había planteado el Comandante Daniel; cuando demostraron que eran vulnerables, como lo había demostrado el Comandante Daniel en Octubre del 77 en San Fabián y todas las Luchas Insurreccional... Cuando demostraron eso, eran los mismos que estaban aquí haciéndole el coro al Somocismo. Por eso la Operación “Muerte al Somocismo” sigue vigente.
Lo que hizo el Pueblo de Nicaragua en el 2018 es ¡Muerte al Somocismo ! Porque, al fin y al cabo, cuando vos ves la concatenación de los hechos históricos, son los mismos los que quieren regresar; son los mismos intereses, las mismas intenciones, los mismos vendepatrias, los mismos subordinados al yanqui, los mismos... ¡hasta los mismos apellidos! Esos son, porque son nietos, bisnietos y tataranietos.
Pero ellos no cuentan, nunca contaron, no saben, no se imaginan lo que es un Pueblo con Conciencia, no se imaginan lo que es una Patria pariendo, en cada momento de su Historia, Héroes, como los que hemos mencionado.
Y con Daniel y Rosario al frente, todo este Pueblo, todos unidos, todos, tenemos que caminar para garantizar la Revolución; pero para eso hay que garantizar Estabilidad, Seguridad y Paz. La Paz, la mayor aspiración de todos los nicaragüenses, de todos nosotros.
Todos nosotros queremos la Paz, desde hace siglos, desde que no éramos Nicaragua; el Cacique Nicaragua, Nicarao, ofreció la Paz, pero se dio cuenta que venían a doblegarnos. Y se unió con Diriangén, y los derrotó.
Y los derrotamos en cada momento, los derrotamos en San Jacinto. Los derrotó eternamente Zeledón, porque Zeledón engendró a Sandino. Los derrotó, en las Ideas y en el Pensamiento, Darío, porque Darío, nuestro Profeta, dijo claramente por qué lado estaba el enemigo: Por el lado del Norte. Esa es la realidad de nuestro Pueblo.
Y hoy vengo aquí con la tarea de mis Compañeros, de rendirles, sin duda, al Comandante Daniel y a la Compañera Rosario, sin duda, a este Comando, representación de la garantía del Pueblo nicaragüenses, a nuestros Hermanos Diputados, y a esta Juventud Invencible, vengo a rendirles el Informe de estos días de trabajo, posterior al 19 de Julio.
Después de ese momento nosotros comenzamos a trabajar, tal y como estaba la orientación, y comenzamos a tener Consultas Permanentes con los diferentes sectores de nuestro Pueblo. Hasta este momento llevamos 25 Consultas. Pero no son Consultas muy simples, son Consultas donde están Compañeros presentes y donde está una comunicación virtual, en las Alcaldías, en las Instituciones.
Si hay una Reforma Electoral como esta, orientada por el Comandante Daniel, que conozca el Pueblo de Nicaragua, es esta, y que se haya consultado a todos los sectores del Pueblo de Nicaragua, es esta.
Nosotros comenzamos a hacer esas Consultas y, efectivamente, con la orientación debida, de nuestra Presidencia, y con la comprensión clara de que hay tres conceptos que todos debemos defender, comenzamos sobre esa base: Paz, principalmente, que es la aspiración del Pueblo, pero para que haya Paz necesitamos Seguridad y Estabilidad.
Y así comenzamos a trabajar, Estabilidad, Seguridad y Paz. ¿Por qué? Porque son tres condiciones necesarias para un objetivo, que nos une a todos los nicaragüenses para ser totalmente libres e independientes, es, derrotar la Pobreza. Lo dijo a principios de esta semana el Comandante Daniel: Necesitamos trabajar para eliminar la Extrema Pobreza y continuar avanzando en la Lucha contra la Pobreza.
Así fuimos trabajando, formamos la Comisión Especial; presentamos la Iniciativa ese mismo día, el día que comenzamos... Y para rendir este Informe, al Comandante, a la Compañera, a mis Hermanos del Comando Rigoberto López Pérez; para los Diputados, para la Juventud, y para el Pueblo nicaragüense, les queremos decir que en la Consulta tenemos contabilizado 99,832 Protagonistas participantes en la Consulta.
Pero estas son las Consultas que tenemos contabilizadas nosotros. A esto hay que agregarle, en los Departamentos, los Diputados, nuestros Hermanos Secretarios Políticos; en las Instituciones, todos los Compañeros, los Trabajadores, fueron multiplicando eso.
Y nos han mandado fotos, y nos han mandado videos, y a mí me impresiona, cuando me mandan la foto y el video donde nuestro Pueblo está levantando la mano a favor de esta transformación.
Porque estamos convencidos, vamos multipli-cándonos, vamos consolidándonos; vamos poniendo ese muro, ese bloque, que nos orientó el Comandante Daniel y la Compañera Rosario. Vamos garantizando que no vuelvan a haber Elecciones que permitan a los enemigos del Pueblo agarrar el Poder, hacerse del Gobierno, agarrar el Poder y echar para atrás las Conquistas del Pueblo.
Ustedes pueden ver esas imágenes, en esas imágenes se muestra que lo primero que comenzamos, con la orientación sabia de nuestros Líderes, es presentando la Reforma, las ideas de la Reforma, a los Embajadores, a los Miembros del Cuerpo Diplomático acreditado en nuestro País. Eso inmediatamente despejó... ¿Por qué? Porque el discursito de que se había roto la Democracia Representativa, que no iban a haber Elecciones, ese discursito se cae.
¡Sí van a haber Elecciones! ¡Sí van a ser Elecciones Libres y Democráticas! ¡Sí va a haber Voto Universal, indelegable, directo, secreto, como siempre ha sido! ¡Sí van a haber Elecciones en los Centros de Votación y en las Mesas que ha habido!
Todos los nicaragüenses podemos votar... ¡Los nicaragüenses! Y el hecho de haya nacido en Nicaragua no es lo único que te hace ser nicaragüense. Todos los nicaragüenses tienen derecho de votar, pero los que son Traidores a la Patria pierden ese Derecho. ¡Los Golpistas pierden ese Derecho! ¡Los que violen la Constitución pierden ese Derecho! ¡Los que violen la Constitución pierden ese Derecho!
La Constitución nuestra tiene Principios fundamentales, la Constitución nuestra tiene un Principio que es inviolable, que es el que establece que somos defensores de la Independencia, la Soberanía, la Autodeter-minación, la Paz, la Seguridad, y que tenemos el deber de defenderla, y que cualquiera que viole eso, es un Traidor a la Patria
Esos son los que no van a poder votar; de todos modos, ya no pueden, porque ni están aquí, ¡Ni Pudieron, Ni Podrán! ¡Y Ni Podrán Volver y Ni Podrán Votar!
Entonces es lo que estamos viendo en la Consulta, desde el 29 de Julio, con una o dos Sesiones diario. Hemos platicado con la Fuerzas Militares del Ejército, con las Fuerzas Policiales con el Ministerio del Interior, con los Comunicadores y Periodistas de los Medios del Poder Ciudadano, con los Diputados al Parlamento Centroamericano, con las Alcaldías del Pueblo Presidente.
Se juntaron en conexión 3,151 conectados virtualmente en las Alcaldías, con los Gobiernos Regionales y Consejos de la Costa Caribe, con los Pueblos Originarios y Afro-descendientes; nos conectamos con las MIPYMES, Creadores, Innovadores; nos conectamos con el Sector Turístico, Emprendedores Turísticos también.
Ya para el Miércoles 12 de Agosto tuvimos una conexión masiva con Catedráticos, Educadores y Maestr@s de todos los Niveles. 20,500 conectados virtualmente, más 92 que teníamos presencial. Es decir, una cobertura muy grande.
El Jueves 13 de Agosto con Médic@s Especialistas, Trabajadores de la Salud; 219 Presenciales y 12,079 conectados virtualmente.
Trabajadores del Estado, 26,000 conectados virtualmente y 300 Herman@s presenciales.
El Viernes 14 con Trabajadores en general, nos comunicamos con 12,000 Trabajador@s.
Con Trabajadores de la Construcción, con 1,400 conectados virtualmente.
Con Trabajadores de la Minería, 100 presenciales y no solo eran Trabajador@s, estaban empresarios de la Minería y de Trabajador@s, y 100 presencial, representando a todos; y 183 por la tarde ese día, el 19 de Agosto, a Trabajadores de las Zonas Francas.
También con Deportistas y Promotores del Deporte nos reunimos con 161 Protagonistas presenciales, pero cuando Protagonistas son Herman@s que van a multiplicarse, porque son los Presidentes de las Federaciones, los Presidentes de ramas del Deporte que va multiplicándose. Por eso les decía, esto es lo que tenemos contabilizado, pero eso se multiplica.
El Jueves 20, esto es impresionante, nos reunimos, ya les dije con Deportistas y Promotores del Deporte, pero también por la tarde nos reunimos con Sectores Religiosos, y había Presencial 845 Pastores y Pastoras. Y conectados casi 3,000 Herman@s conectados virtualmente.
Ayer 21 nos reunimos con Transportistas con 150 Herman@s Presencial y con una conexión de 4,800 Transportistas en el país. Todos y cada uno de estos Sectores se fueron pronunciando. Y cerramos ayer con Comerciantes en general, Comerciantes de los Mercados, son vendedores, son Comerciantes en general.
Nos reunimos con 150 presencial y 4,000 conectados virtualmente. Eso es lo que nos da ese resultado de 92,832 Herman@s nicaragüense consultados que tenemos contabilizados. Digamos, la Primer Línea porque eso va multiplicándose, de los cuales 3,513 han estado presencialmente, y 89,319 conectados virtualmente.
Por ahí vamos, Comandante Daniel, Compañera Rosario, por ahí vamos Herman@s del Consejo Supremo Electoral, Hermanos del Comando Rigoberto López Pérez, Hermanos de la Juventud, Compañer@s Diputados, Hermanos de la Junta Directiva. Por ahí vamos en esta tarea.
En esta tarea vamos avanzando, todavía nos falta cubrir Sectores toda esta semana, y todavía nos falta el cierre. ¿Con quién vamos a cerrar? Vamos a cerrar con la Juventud de Nicaragua, con los Estudiantes de Nicaragua.
Y ahí está clara la orientación que tenemos, la orientación de nuestros Líderes, del Comandante Daniel y la Compañera Rosario, si el Pueblo es Presidente, la Juventud es Presidente, la Juventud es Diputado, que no se diga vamos a cerrar esa Consulta con ustedes Herman@s de la Juventud, ocupando los escaños de los Diputados. Ese día ustedes van a estar ahí, ustedes van a estar en el hemiciclo, ustedes van a estar en el Plenario.
Allí vamos a hacer la Consulta ese día, para después preparar y hacer la Sesión de Aprobación en la próxima semana siguiente a la que viene.
Pero así vamos, vamos cumpliendo, y vamos cumpliendo con el espíritu de ustedes, Herman@s, y ustedes lo saben; uno puede sentir dolores, puede sentir cansancio, puede andar medio ronco, no puede cantar, pero ahí vamos. ¿Por qué? Porque ustedes lo saben, el Frente Sandinista de Liberación Nacional nos ha enseñado Disciplina, Conciencia, Decisión, Disposición. Eso somos, esos somos.
El Comandante Daniel al principio de la semana hacía referencia a una carta que hay que leer, la Carta del Benjamín Zeledón a su esposa. Allí hay que leer esa carta, una carta donde él escribe y dice: Solo dos caminos tengo, o salgo vivo, o me matan,
Pero, salir vivo significaba aceptar el oro y menciona oro en la carta... Aceptar todas las promesas, rendirse. Y dice, y si salgo vivo, yo no podría vivir en Nicaragua, porque yo no podría vivir en un lugar donde estuviera la Bandera del invasor ondeando sobre mi cabeza.
Entonces, dice, solo tengo un camino, entregar mi Vida por Nicaragua, entregar mi Vida porque Nicaragua es como decía Sandino también, algo parecido, ¿no? Es el Amor de mis Amores, es lo que determina la posibilidad de que nuestras Familias, nuestra gente salga Adelante.
Y él tomó la decisión, y llegaron los traidores, ¡ah, qué casualidad!, un Chamorro junto con los yanquis y lo asesinaron, y lo vejaron y lo arrastraron por las calles de Catarina, donde Sandino lo vio; y después escribió y describió eso, y dijo: Ese es el Apóstol de la Libertad, lo llamó el Apóstol de la Libertad.
Esa es la realidad de nuestro vivir. Y nosotros platicábamos con nuestros Compañeros, si es lo mismo, es el mismo, como dicen en los aspectos policiales, y el mismo modus operandi de estos delincuentes, traidores yanquis y vendepatria, quisieron meter el terror al pueblo nicaragüense, arrastrando a Benjamín Zeledón por las calles de Catarina.
Como en el 2018 que quisieron meternos el terror quemando a nuestros Herman@s vivos, amarrándolos y flagelándolos, desnudándolos para meternos el terror. Pero de la misma forma que eso indignó a Sandino, en esta vez eso indignó a Daniel, a Rosario, al FSLN y a los nicaragüenses Patriotas, y nos deshicimos de una vez por todas, de esos delincuentes, de esos malandros traidores a la Patria. Esa es la respuesta de nuestro pueblo.
Así que Herman@s, este es el Informe que teníamos que rendir, que le rendimos a todos ustedes, a nuestros Mandos, a todos.
Pero también tenemos algo que someter a ustedes, aquí están todos los Diputad@s, esta Iniciativa se aprueba con el 100% de los Diputados, mucho más lo que exige la Constitución para su Reforma, pero además se agregaron las firmas de todos los Diputados Suplentes, de los Diputados al PARLACEN; es decir, tiene un consenso.
Ahora yo voy a someter a votación esta Propuesta, esta orientación de Daniel, de Rosario, este Acuerdo de la Junta Directiva de la Asamblea, esta Propuesta para ustedes. Nosotros necesitamos dejar sellado, claro, sin dudas, de que ninguna Ley de donde venga, en cualquier país extranjero, por muy Potencia que sea, donde sea, ninguna Ley tiene efecto jurídico en Nicaragua.
Nicaragua es de los nicaragüenses, Nicaragua es de los nicaragüenses, y las Leyes, la Constitución dice, la Constitución Política de la República de Nicaragua, y nosotros tenemos que defenderla, y las Leyes son hechas por los nicaragüenses, para los nicaragüenses, y no van a venir de afuera a dictarnos ninguna Ley.
Entonces, el Comandante Daniel y la Compañera Rosario nos orientó que teníamos que garantizar eso, reforzar ese concepto. Y nuestra Constitución en sus Principios Fundamentales está el Artículo 2, y voy a leer lo que está, porque lo que estamos proponiendo a ustedes, y vamos a someter a votación a ustedes.
Es someter a votación, que están todos los Diputados, para incorporar una Adición en la Ley de Reforma que está ahorita, adicionar un punto más. Pero no es cualquier punto, es un punto de Soberanía, de Independencia, de Autodeterminación, es un Punto Central que tenemos que cumplir.
El Artículo 2 dice así: Nicaragua fundamenta sus relaciones internacionales en el Respeto, Amistad, Complementariedad y Solidaridad entre los pueblos y la reciprocidad desde la Soberanía de los Estados. Nicaragua se adhiere a los Principios del Derecho Internacional reconocidos y ratificados soberanamente.
Por tanto, se inhibe y proscribe todo tipo de agresión política, militar, económica, cultural y religiosa, así como la intervención en los asuntos internos de otros Estados. Reconoce el Principio de solución pacífica de las controversias internacionales por los medios que ofrece el Derecho Internacional y proscribe el uso de armas nucleares y otros medios de destrucción masiva en conflictos internos e internacionales; asegura el asilo para los perseguidos políticos y rechaza toda subordinación de un Estado respecto a otro.
Ninguna medida violatoria del Derecho In-ternacional tomada por Estados, grupos de Estados o Gobiernos extranjeros en contra de Instituciones, Funcionarios y/o personas nicaragüenses tendrá validez para el Estado nicaragüense, que tiene el Derecho de tomar las medidas que sean necesarias para proteger su Soberanía Nacional.
Nicaragua privilegia la integración Regional y propugna por la reconstrucción de la Unidad Centroamericana. Trabajamos por la construcción de la Gran Patria Latinoamericana y Caribeña, basada en los Ideales unitarios y de Hermandad de Bolívar y Sandino.
L@s nicaragüenses luchamos por un nuevo Orden Multipolar en el mundo, basado en la Hermandad, Solidaridad, Complementariedad, Cooperación, Igualdad y Respeto entre los Estados.
Nicaragua reitera la plena validez y Fuerza Legal de todas y cada una de las Consi-deraciones y Resoluciones emitidas por la Corte Internacional de Justicia de La Haya en su histórica Sentencia del 27 de Junio de 1986 sobre las actividades Militares y para militares en y contra de la República de Nicaragua”, en concordancia con el Derecho Internacional y la Legislación nicaragüense. El Estado de Nicaragua tiene el Derecho de ejecutar las acciones necesarias para garantizar el pleno cumplimiento de esta histórica Sentencia”. Hasta aquí está actualmente el Artículo 2.
Proponemos hacer una Reforma y agregar este párrafo que viene, que voy a leer, agregarlo para someterlo a ustedes e introducirlo como una Adición en la Ley de Reforma.
Dice: Se agrega por efecto de Reforma, eso es lo que estamos proponiendo. La Constitución Política de la República de Nicaragua prohíbe, por tanto, no permite extraterritorialidad de las Leyes Extranjeras.
Solamente la aplicación de Convenios firmados en nombre del Estado nicaragüense; ninguna Ley, óigase bien, ninguna Ley, Reglamento o Normativa emitida por otro Estado, Grupos de Estados u Organismo Internacional que menoscabe y atente contra la Independencia, la Soberanía, la Autodeterminación Nacional, la Seguridad, la Paz del Pueblo y la Nación nicaragüense, surtirá efecto jurídico en el Territorio Nacional.
Es decir, que no nos vengan a decir que vamos a aprobar una Ley, una Ley para cada (...) En nuestro País las Leyes del Estado de Nicaragua son las que hacen efecto. Las Leyes son nicaragüenses para los nicaragüenses, y no hay Ley de fuera que venga a entorpecer y hacer efecto en Nicaragua.
Someto a votación si presentamos la Solicitud de Adición a la Reforma parcial existente, Adicionar un Artículo más de Reforma para agregar ese último párrafo que nos garantiza que en nuestro país solo las Leyes nicaragüenses pueden tener efecto jurídico.
Levanten la mano los que están de acuerdo... Bajen la mano. Levanten los que están en contra... Nadie. ¿Los que se abstienen? ¿Hay alguien que no votó? 100% de los Diputados, 100% de los Jóvenes, 100% de los Miembros del Comando, 100% de todos los nicaragüenses.

Good morning Brothers and Sisters, good morning Compañeras and Compañeros, good morning Brother and Sister Heroes of the Rigoberto López Pérez Commando, here we all are Brothers and Sisters; good morning to the members of the Executive Board of our National Assembly and to the members of the Special Constitutional Commission we have been working on.
We also welcome the magistrates of the Supreme Electoral Council, our Compañera Heroine, our National Hero, Compañera Brenda Rocha, President of the Supreme Electoral Council; Compañero Lumberto Campbell, former guerrilla comandante and Magistrate of the Supreme Electoral Council, and also Coordinator of the Sandinista Front for the Nicaraguan Caribbean Coast.
To Compañero Cairo Melvin Amador, Magistrate of the Supreme Electoral Council; to Compañera Mayra Salinas, Magistrate of the Supreme Electoral Council, and to Compañera Alma Nubia Baltodano, Magistrate of the Supreme Electoral Council.

We have also our Brothers and Sisters who lead the struggle every day, the brother and sister Journalists, communicologists of our Citizen Power media. A daily, permanent struggle for the truth and for the Revolution.
And we have with us, always present here, our Co-Presidents, Comandante Daniel and Compañera Rosario always present, always with us, always at every moment of our country’s history.
And all the relatives of our Brothers and Sisters are also here, because each one of these Brothers and Sisters, Compañeras and Compañeros, Heroes, every one of them, would not be who they are, if they did not have their family to support them, to give them strength, and to continue giving them strength, to continue giving strength to all of us Nicaraguan Families. Here are those families of our Brothers and Sisters of the Rigoberto López Pérez Commando. Welcome Brothers and Sisters.
This is a Special Session Commemorating the 48th Anniversary of Operation Death to Somocismo... Carlos Fonseca Amador. It is the Operation carried out by the Rigoberto López Pérez Commando, if that Operation had not been carried out, and if these Heroes of our Patriotic Nation had not taken on that role and had not continued to carry out the role they have at this moment giving us strength, reminding us, then we would not be here, neither we Sandinistas and nor those patriots themselves would be here.
That is why, for that Operation, for that Sandinista Front Force, for this Commando, history has brought us here. So, Brothers and Sisters, we are going to hold this Special Session in Honor of that Operation Death to Somocismo...

Good morning, Compañeras and Compañeros; Compañeras and Compañeros of the Executive Board of the National Assembly; Compañeras and Compañeros Deputies, Compañeras and Compañeros Magistrates of the Supreme Electoral Council; Youth, Representatives of the Sandinista Youth and Youth in your Community; Compañeras and Compañeros who are joining us this day.
From here we send a greeting to our Co-Presidents, Comandante Daniel Ortega, Compañera Rosario Murillo; to the relatives, children, wives, brothers and sisters of the Fallen; Compañeras and Compañeros survivors of this heroic feat.
The People of Nicaragua, led by our Government, presided over by our Co-Presidents, Comandante Daniel and Compañera Rosario, remember every August 22nd and 23rd two events that marked a before and after in ourr political and social history.
Both actions or facts condense the essence of our Sandinista Popular Revolution: Firstly, for it courage, its courage which changed the way an entire people thought about the belief that Somoza was untouchable; and secondly, the construction of a social project which begins with the great Literacy Crusade. In both of them we can observe the protagonism of Youth, guided by our elders within the ranks of the Sandinista National Liberation Front.
Today, our Sandinista National Liberation Front is fighting to consolidate a new national consciousness, based on Dignity, Sovereignty and Equality for all of us as Nicaraguans.
The eradication of poverty is being fought for.
We are fighting for every Nicaraguan to have a decent home, all within the development of our government's projects.
We are fighting for the consolidation of our Sovereignty, by making our own decisions as Nicaraguans, with no consulting anyone except the Sovereign who is our People, the owner of our Destiny, the mission our Deputies have so as to get the best of the best in our Constitution.
They are fighting for all Nicaraguans, without distinction, with no exceptions, so that we are all equal before the Law, in terms of opportunities and gender.
Today, as we are celebrating the heroic feat of the assault on the National Palace, we must remember what motivated the FSLN to carry out this action. It is imperative to remember it, because it was the prelude to the Triumph of July 19th 1979, imposing itself over Somoza's dream.
Somoza longed to massacre our Students, our imprisoned and tortured Leaders, and for the FSLN to be annihilated.
48 years ago this small group of warriors who still survive, took a firm step to fulfill the mission of a Free Nation or Death. Today we are remain steadfast firm and it only remains for us to say: Comandante, awaiting orders, to fulfill any mission!
To remember our fallen Compañeros and Compañeras is to honor their memory, because, as we know, our Heroes are forgotten whenever we do not remember them. And in this case, every celebration that is made in remembrance, is an honor to the fallen and today we can say that as well to those who still survive.

Today, Compañeros and Compañeras who are with us here, survivors of this heroic feat, this Rigoberto López Pérez Commando, today we tell you that the Sandinista National Liberation Front, Comandante Daniel, Compañero Rosario and every Sandinista National Liberation Front militant are going to continue building this path, guided by the wisdom of our two main leaders, who are our Comandante Daniel and our Compañero Rosario, who have taught us the future, who have taught us that today Nicaragua can indeed dream in Peace, in Tranquility, and that the hospitals, the school, the programs for peasant families are present here today.
Today, every one of the programs for this heroic youth is present, from each of the universities, from each of the classrooms, which was also the dream that you all had at the time of carrying out this heroic feat.
And today, here, in this Blessed, Prosperous and Forever Free Nicaragua, we can say today that we continue to triumph and that we are going to continue to fly this flag which not only has two colors, but also has the intact faith and, above all, the courage of a People who have fought so that today our Comandante Daniel, our Compañera Rosario and the Sandinista National Liberation Front, fulfill our dreams, overcoming any challenge that stands in our way.
Because here we, as Nicaraguans, are victorious; here we, as Nicaraguans, make a Patriotic Nation, not only to be able to say so out loud, but also to make it happen with each of the actions that lead us to remember also, Compañeros and Compañeras, your actions.
Compañeros and Compañeras of the Rigoberto López Pérez Commando, 48 years ago, in this place, and today those dreams and that struggle, that mission that you carried out for a Free Nation or Death, as you said so well, today are being fulfilled and we are ensuring the future, not only for ourselves as Youth, but also for so many children that we see sitting here with us today, so many children for whom today the future is no longer a mere temptation, and the dawn is no longer a mere temptation.
Today we are more sure than ever that, through these new generations, through this seedbed that is germinating today, we are going to continue to hold up high the greatly valuable meaning of this flag has, these red and black colors, and with the guidance of Comandante Daniel, of Compañera Rosario, this way ahead is being built, and while there is still time to travel we are more than sure the way ahead will be prosperous today, tomorrow and always, Compañeros, Compañeras.

How proud Nicaragua’s Youth are to belong and to have Free Men and Women who have fought for this Patriotic Nation!
This morning we were talking with some Compañeros and Compañeras from the guerrilla commando, and we were really animated, we were excited to hear them. We asked them, why were they aligned with the Sandinista Front? And they told us: We were young.
I was listening, and I asked them a question: How old were they when they joined the Sandinista National Liberation Front? And the compañeros and compañeras told us, 15, 16 and the oldest 20 years of age. That is to say, it is a generation of youth that taught us to love, to care, to fight, and you have shown us the way.
When we listened to you, when I listened to you this morning, I couldn't help really, I couldn't help but recognize in you a whole heritage of men and women who taught us to fight for our Patriotic Nation; General Sandino, Cacique Diriangén, General Benjamín Zeledón, and many other Heroes and Heroines; men and women like Blanca Aráuz, who have fought for this Nation.
And this Youth, Nicaraguan youth, who have learned from you, who have learned from your lessons, and who we have learned with you, we feel very content, very happy to be able to be here on this day that is so special and historic for us, because it is a day of reaffirmation of Nicaraguan Youth, that together with Comandante Daniel, with Compañera Rosario, we are going to continue making our Nation, we are going to continue building that Legacy, which like you we have all built, Peace.
In the morning we were also talking with Sahi, one of the little granddaughters of the Heroes, and you could see in her smile, you could see in her gaze, full of vitality, that is precisely Revolution. When we looked at the grandchildren, the nephews and the combatants, we were looking at the Eternity of the Revolution, and that has greatly moved us.
And this day, from the Juventud Sandinista July 19th, hand in hand with Comandante Daniel, hand in hand with Compañera Rosario, we want to tell you, that we are all the Rigoberto López Pérez Commando. We are all the Rigoberto López Pérez Commando!
The Youth who work, the Youth who study, the Youth who doing Science, the Youth leading solidarity actions in the Neighborhood and the Community, we are the Youth of the Indigenous and Afro-descendant Peoples, of Women... We are all the Rigoberto López Pérez Commando!
So on this day we want to tell you that we are going to continue, that everything is far from over here, for there is a great Future, and we are going to continue shaping the Future, which is our commitment to you and to all those who have gone before us; to all of you who have believed in us.
One Compañero told us this morning, his pseudonym in anonymity was “Mario”; he told me: I dreamed of a Youth able to enjoy what I am seeing that you are enjoying today.
So we want to tell you, Compañeros and Compañeras survivors, your families, our Sandinista Youth July 19th our commitment is just like yours: Steadfast, Loyal, Sincere, with our Patriotic Nation, with our country’s Families. It is going to continue and that is precisely the message: We continue with the Sandinista Front, with Comandante Daniel and Compañera Rosario, building the Present and the Future for Everyone.

On July 19th of this year, the Deputies of the National Assembly received a mandate; we received the mandate of our Co-President Comandante Daniel and our Co-President Compañera Rosario.
They set us to work to put up the wall, the necessary legal barrier so that there would no longer be elections here allowing the enemies of the People to return to government, to return to power.
And the Comandante said clearly, the importance of this. Why do they want to come back? To do make education a business, to make health care a business, to privatize everything, even the highways; they want to return us back to the neoliberal darkness. And that's why they tried the coup attempt, that's why their yankee owners threw them into an adventure in which the People, with Daniel and Rosario in the lead, defeated them.
In 2018 they were thrown into an adventure, but who were they? The great-grandchildren and great-great-grandchildren of the people who applauded William Walker; the great-grandchildren and great-great-grandchildren of the people who murdered Benjamín Zeledón; the great-grandchildren and great-great-grandchildren of the people who betrayed Sandino. They are the ones...!
The great-grandchildren, the great-great-grandchildren, or the grandchildren, of the same ones who carried on, in this place, when it had not been liberated, when our Brothers demonstrated that they could do so, that it could be done; when they demonstrated that the insurrectional strategy Comandante Daniel had proposed was correct; when they demonstrated that the somocistas were vulnerable, as Comandante Daniel had demonstrated in October of 1977 in San Fabián and all the Insurrectional Struggles... When they demonstrated that, they were the same ones who were here serving as the chorus to Somocismo. That's why the “Death to Somocismo” Operation remains in force still .
What the People of Nicaragua did in 2018 was Death to Somocismo! Because, after all, when you see the concatenation of historical facts, it is the same people who want to return; it is the same interests, the same intentions, the same sellouts, the same subordinates to the Yankee, the same... even the same names! This is because they are grandchildren, great-grandchildren and great-great-grandchildren.
But they are unimportant, they always were, they don't know and can't even imagine what a People with consciousness are is, they can't imagine what a Patriotic Nation is, giving birth, at every moment of its history, to Heroes and Heroines, like the ones we have mentioned.
And with Daniel and Rosario at the head, all these People, all united, all of us, we have to make our way guaranteeing the Revolution; but for that we have to guarantee Stability, Security and Peace. Peace, the greatest aspiration of all Nicaraguans, of us all.
All of us have wanted Peace, for centuries, since even before we were Nicaragua; the Cacique Nicaragua, Nicarao, offered Peace, but he realized that they were coming to dominate us. And he joined with Diriangen, and defeated them.
And we defeated them at every moment, we defeated them in San Jacinto. Zeledón defeated them eternally, because Zeledón fathered Sandino. He defeated them, in Ideas and in Thought, Darío, because Darío, our Prophet, said clearly on which side the enemy was: on the side of the North. That is the reality of our people.
And today I come here tasked by my Compañeros and Compañeras, to offer, without second thoughts, to Comandante Daniel and Compañera Rosario, without second thoughts, to this Commando, representative of the guarantee of the Nicaraguan people, to our Brother and Sister Deputies, and to this Invincible Youth, I come to offer to you all the Report of these days of work following July 19th.
We began to work from then on, following the directive, and we began holding permanent consultations with different sectors of our People. So far we have held 25 consultations. But these are not straightforward consultations, they are consultations where Compañeros and Compañeras are both present and by means of on line virtual communication, with the municipalities, with the institutions.
If there is an electoral reform like this one, under the guidance of Comandante Daniel, then the People of Nicaragua must know about it, what it is, and so that all sectors of Nicaragua’s People have been consulted, this is what we have done.
We began holding these consultations and, indeed, under the due guidance of our Presidency, and with the clear understanding that there are three concepts that we must all defend, we began on that basis: Peace, above all, which is the aspiration of the People, but for there to be Peace we need Security and Stability.
And so we began to work on Stability, Security and Peace. Why? Because they are the three necessary conditions for an objective that unites all Nicaraguans to be totally free and independent, that is, to defeat poverty. Comandante Daniel said as much earlier this week: We need to work to eliminate extreme Poverty and continue to make progress combating Poverty.
So that is how we set to work, we formed the Special Commission; we presented the initiative that same day, the day we started... And in presenting this report, to the Comandante, to the Compañera, to our Brothers of the Rigoberto López Pérez Commando; to the Deputies, to the Youth, and to the Nicaraguan People, we want to tell you that so far in the consultations we have counted 99,832 protagonists participating in the consultation overall.
But these are the consultations we have accounted for. To these must be added, in the Departments, the Deputies, our Brother and Sister Political Secretaries; in the Institutions, all the Compañeros and Compañeras, all the Workers, were multiplying that number as well.
They have sent us photos, they have sent us videos, and it impresses me when they send me photos and videos where our People are raising their hands in favor of this transformation.
Because we are convinced, we are multiplying, we are consolidating; we are putting up that wall, that barrier, on which Comandante Daniel and Compañera Rosario have guided us. We are going to guarantee that there will be no more elections allowing the enemies of the People to grab power, take over the government, seize power and roll back the conquests of the People.
You can see these images, these images show that the first thing we did to start, with the wise guidance of our Leaders, was to present the Reform, the Reform ideas, to Ambassadors, to Members of the Diplomatic Corps accredited in our Country. That immediately cleared... Why? Because the tall tale that Representative Democracy had been broken, that there would be no Elections, that tall tale fell flat.
There are going to be elections! They are going to be free and democratic elections! Yes, there will be a Universal, in person, direct, secret vote, as it has always been! Yes, there are going to be elections at the polling stations using the same polling stations there have always been!
All Nicaraguans can vote... Nicaraguans! And the fact that you were born in Nicaragua is not the only thing that makes you a Nicaraguan. All Nicaraguans have the right to vote, but those who are traitors to the Nation lose that right. The coup plotters lose that right! Anyone who violates the Constitution loses that right! Those who violate the Constitution lose that right!
Our Constitution has fundamental principles, our Constitution has a principle that is inviolable, which is the one that establishes that we are defenders of Independence, Sovereignty, Self-determination, Peace and Security, and that we have the duty to defend them, and that anyone who violates that is a traitor to the Nation.
These are the ones who are not going to be able to vote; anyway, they cannot any more, because they are not here, They Could Not Prevail, Nor Will They! And They Won't Be Able to Come Back and They Won't Be Able to Vote!
So this is what we are reviewing in the Consultation, since July 29th, with one or two sessions a day. We have talked with the Military Forces of the Army, with the Police Forces with the Ministry of the Interior, with Communicators and Journalists of the Citizen Power Media, with the Deputies to the Central American Parliament, with the Municipal Authorities of the People President.
3,151 were connected on line in the Municipal Authorities, with the Regional Governments and Councils of the Caribbean Coast, with the Original Peoples and Afro-descendants came together connecting on line; we connected with the Medium Small and Micro Businesses, Creators, Innovators; we connected with the Tourism Sector, with tourism entrepreneurs as well.
Then Wednesday, August 12th we had a massive connection with Professors, Educators and Teachers of all levels. 20,500 were connected on line, plus 92 that we invited in person. In other words, a very large coverage.
On Thursday, August 13th with Specialist Doctors and Health Workers; 219 in person and 12,079 connected on line.
State workers, 26,000 connected on line and 300 Brothers and Sisters in person.
On Friday the 14th with Workers in general, we communicated with 12,000 Workers.
With Construction Workers, with 1,400 connected on line.
With Mining Workers, 100 face-to-face and not only were there Workers, but also Mining Worker entrepreneurs, and 100 face-to-face, representing everyone; and another 183 in the afternoon that day, on August 19th who are Workers in the Free Trade Zones.
Also with Athletes and Sports Promoters we met with 161 Protagonists in person, but these Protagonists are Brothers and Sisters who are going to multiply spreading the information, because they are the Presidents of the Federations, the Presidents of branches of Sport that are multiplying the spread of the information. That's why I was telling you, these are the protagonists we have accounted for, but that will multiply.
On Thursday the 20th, this is impressive, we met, as I told you, with Athletes and Sports Promoters, but also in the afternoon we met with Religious Sectors, and there were 845 Pastors present in person. with connections on line for almost 3,000 Brothers and Sisters.
Yesterday the 21st we met with the Transport Sector with 150 Brothers and Sisters in Person and with an on line connection of 4,800 transport operators across the country.
Each and every one of these sectors was speaking out. And we closed yesterday with Traders in general, Market Traders who are retailers, they are Traders in general.
We met with 150 face-to-face and 4,000 were connected on line. That's what gives us the result of 92,832 Nicaraguan Brothers and Sisters having been consulted whom we have accounted for. Let's say, the Front Line, because that number is multiplying, and of them 3,513 have been in person, and 89,319 connected on line.
That's how far we have come, Comandante Daniel, Compañera Rosario, that's how far we have come, Brothers and Sisters of the Supreme Electoral Council, Brothers of the Rigoberto López Pérez Commando, Brothers and Sisters of the Youth, Compañeros and Compañeras Deputies, Brothers and Sisters of the Executive Board. That's how far we have come in this task.
We are making progress in this task, we still have to cover other sectors all this week, and we still have to close the process. Who are we going to close with? We are going to close with the Youth of Nicaragua, with the students of Nicaragua.
And there we have a directive which is clear, the directive of our Leaders, Comandante Daniel and Compañera Rosario, if the People are President, the Youth is President, the Youth is Deputy, let it not be said we are going to close the consultations with you Brothers and Sisters of the Youth, merely occupying the seats of the Deputies. On that day you will indeed be there, you will be in the Chamber, you will be in the Plenary.
There we will hold the consultation that day, and then prepare to hold the Approval Session the week after.
So this is where we have come to so far, we are complying, and we are fulfilling our task with your spirit, Brothers and Sisters, and you know very well; one can feel pain, one can feel tired, one can get hoarse, unable to sing, but here we go on. Why? Because as you know yourselves, the Sandinista National Liberation Front has taught us Discipline, Conscience, Decision, Disposition. That's who we are, that is indeed who we are.
Comandante Daniel at the beginning of the week made reference to a letter that should be read, the Letter of Benjamin Zeledon to his wife. There you have to read that letter, a letter where he writes and says: I have only two choices, to survive, or to be killed.
But, getting out alive meant accepting their gold and he mentions gold in the letter... Accept all their promises and surrender. And he says, but if he were to get out alive that way, he wouldn't be able to live in Nicaragua, because he wouldn't be able to live in a place where the invader's flag flew over his head.
So, he says, I have only one choice, to give my life for Nicaragua, to offer my life because Nicaragua is, as Sandino also said, something similar, right? It is the Love of my Loves, it is what determines the chances for our Families, our People to get ahead.
And he took that decision, the traitors arrived and, ah, what a coincidence!, a Chamorro together with the Yankees, they murdered him, and abused his body and dragged his body through the streets of Catarina, where Sandino saw him; and then he wrote and described what he saw, and said: That's the Apostle of Freedom, he called Zeledón the Apostle of Freedom.
That is the reality of our lives. And we were talking with our Compañeros and Compañeras about whether it's the same, and it is the same, as they say in police reports, the same modus operandi of these criminals, Yankee aligned traitors and oligarchs, they wanted to bring terror to the Nicaraguan people, dragging Benjamin Zeledón through the streets of Catarina.
Just as in 2018, they wanted to bring terror to us by burning our Brothers and Sisters alive, tying them up and flogging them, stripping them naked to terrorize us. But in the same way that they outraged Sandino, this time they outraged Daniel, Rosario, the FSLN and all patriotic Nicaraguans, and we got rid of those criminals, those evil traitors to the Nation, once and for all. That was the response of our people.
So, Brothers and Sisters, this is the report that we had to make, that we make to all of you, to our Copresidents, to everyone.
But we also have something else to submit to you, since all the Deputies are here, this Initiative is approved with 100% of the Deputies, much more than the Constitution requires for its Reform, but also the signatures of all the Alternate Deputies and of the Deputies to the PARLACEN were added; in other words, it has complete consensus.
Now I am going to put this proposal to the vote, this directive of Daniel, of Rosario, this Agreement of the Executive Board of the Assembly, this proposal for you. We need to make it clear, beyond any doubt, that no law from wherever it comes, from any foreign country, no matter how powerful it is, or wherever it is, no such law has any legal effect in Nicaragua.
Nicaragua belongs to Nicaraguans, Nicaragua belongs to Nicaraguans, and the Laws, as the Constitution says, the Political Constitution of the Republic of Nicaragua, we have to defend it, since the Laws are made by Nicaraguans, for Nicaraguans, and no one can come from outside to dictate any laws to us.
So, the guidance of Comandante Daniel and Compañera Rosario to us is that we should make sure of that, reinforce that concept. And our Constitution in its Fundamental Principles addresses this in Article 2, and I'm going to read it, given what we're proposing to you, and we're going to put it to a vote with you.
It is to submit to a vote of all the Deputies, so as to incorporate an addition in the Reform Law namely now, to add one more point. But it is not just any point, it is a point of Sovereignty, of Independence, of Self-Determination, it is a central point that we must fulfill.
Article 2 currently reads as follows: “Nicaragua bases its international relations on Respect, Friendship, Complementarity and Solidarity among peoples and reciprocity based on the Sovereignty of States. Nicaragua adheres to the Principles of International Law recognized and ratified in a sovereign way.
Therefore, all types of political, military, economic, cultural and religious aggression are inhibited and prohibited, as well as intervention in the internal affairs of other States. Nicaragua recognizes the principle of peaceful settlement of international disputes by the means offered by International law and prohibits the use of nuclear weapons and other means of mass destruction in internal and international conflicts; it ensures asylum for the politically persecuted and rejects all subordination of one State to another.
No measure violating international law taken by States, groups of States or foreign Governments against Nicaraguan Institutions, Officials and/or persons shall be valid for the Nicaraguan State, which has the right to take the necessary measures to protect its National Sovereignty.
Nicaragua favors regional integration and advocates the reconstruction of Central American Unity. We work for the construction of the Great Latin American and Caribbean Nation, based on the Unifying and Fraternal Ideals of Bolivar and Sandino.
Nicaraguans are fighting for a new Multipolar Order in the world, based on Brother and Sisterhood, Solidarity, Complementarity, Cooperation, Equality and Respect between States.
Nicaragua reiterates the full validity and legal force of each and every one of the conclusions and Resolutions issued by the International Court of Justice of The Hague in its historic Judgment of June 27th 1986 on military and para-military activities in and against the Republic of Nicaragua, in accordance with International Law and Nicaraguan legislation. The State of Nicaragua has the right to take the necessary actions to guarantee full compliance with this historic judgment.” So far this is currently Article 2.
We propose to make a Reform and add this next paragraph, which I am going to read, add it to submit it to you and introduce it as an Addition in the Reform Law.
It reads: It is added to include in the Reform, that we are proposing. The Political Constitution of the Republic of Nicaragua prohibits and therefore, does not permit the extraterritoriality of Foreign Laws.
Only the application of Agreements signed on behalf of the Nicaraguan State; no Law, do pay attention to this, no Law, Regulation or Norm issued by another State, Groups of States or International Organization that subverts or undermines the Independence, Sovereignty, National Self-Determination, Security, Peace of the Nicaraguan People and Nation, shall have legal effect in the National Territory.
That is, that they cannot come to tell us that we have to pass a Law, one Law for each... In our country only the laws of the State of Nicaragua are the ones that take effect. The laws are Nicaraguan for Nicaraguans, and no law from outside can come and confound things by taking effect in Nicaragua.
I submit to a vote whether we should submit this Request for an Addition to the existing partial Reform, adding one more Article to the Reform by including this last paragraph which ensures for us in our country that only Nicaraguan laws can have legal effect.
Raise your hands, those who agree... Put your hands down. Lift up your hands those who are against... No one. Those who abstain? Is there anyone who didn't vote? 100% of the Deputies, 100% of the Young People, 100% of the Members of the Commando, 100% of all Nicaraguans.
