Closing remarks by Dr. Gustavo Porras
President of the National Assembly of Nicaragua,
in the Consultation process of the Constitutional Reforms
with the Municipal Authorities of the People President
Thursday, August 6th 2026
On behalf of the Special Constitutional Commission, we ask all the Compañeros and Compañeras who are present and the more than 3,000 Compañeros and Compañeras connected on line to disseminate this information. We have included important elements, historical elements, but we also have given precise details of the six aspects that are going to be reformed.
Remember them: They will not prevail, Stability, which has to do with the seven years; Security and Cohesion, which have to do with the high commands and reforms to the law on the Army and the Police; the powers mandated to the Supreme Electoral Council to be able to enforce those changes; the change to the date of January 18th so as to correct that injustice, as well as to Sandino, to our universal figure Rubén Darío; and Coherence, which means that everyone passes to a period of office of seven years, both those who were elected, and those who were appointed, from the date of their last election or appointment. That is the Reform in essence.
And since this is also a political struggle, since we, in Nicaragua, those of us who live here know what is happening, we see it, we live it. But there is a permanent struggle and too, we enjoy the sympathy of all Nicaraguans, because our Model is one of the People President belonging to all Nicaraguans.
So, we cannot have Nicaraguan brothers and sisters who are left confused by those who want to confuse them. So, we have to be ready for this struggle, for this debate and that's why we should always try to make the following summary.
The first thing is that people are wondering:
Will there be elections? Yes, there will be elections.
Are they going to be clean and transparent? Yes, they are going to make clean and transparent. They will have all the electoral arrangements as they have always been.
Are they going to be periodic? Yes, they are going to be periodic, they are going to be every seven years, that's what we are proposing, so the next ones will be in the year 2028.
Can all Nicaraguans participate? All patriotic Nicaraguans can participate, regardless of political opinion, ideological vision, creed, ethnicity, everything.
Who cannot participate? Traitors to the Nation, coup plotters, those who violate the Constitution, those who do not act as Nicaraguans or act against Nicaraguans, they cannot participate.
And are the elections going to be secret; as always, they're going to be secret. Are they going to be secret? Yes.
Are they going to be universal? Yes.
Are they going to be in person? Yes.
Is the vote non-transferable? Yes.
Is it going to be a direct vote? Yes.
Is it going to be a free vote? Yes,
That is, the elections will be as they have always been, because these are the doubts that Nicaraguans may have or which others may want to provoke in them.
And, finally, I would add something that our Compañera Wendy said, which is that all these changes that are being made are legal and absolutely constitutional, just as the Constitution mandates and as the law mandates.
We have done everything correctly. A proposal was made and it should be noted that it was with one hundred percent of the signatures of the Deputies by Right, with one hundred percent of the signatures of the alternate Deputies and, in addition, as well, those of the PARLACEN, because the requirement or rather, what the law requires is that thirty percent of signatures to present the proposal. We presented one hundred percent and, as everything proceeds with that same National Unity, we will certainly approve it, and with the support and unity of all those in the country who love this Patriotic Nation.
So, it was presented in this way... as the Doctor says, the whole procedure was collected, presented, set out in plenary session, sent on, confirmed and approved. In that regard the specialists in these matters tell me: The Special Constitutional Commission is composed and appointed by the Assembly and the Executive Board, and we formed it and proposed it to the plenary session, and it was approved unanimously in the plenary, that is, it complies rigorously with the law, and well beyond the minimum required to comply.
And now we are going through this process. In total we have around thirty consultations and have already completed some of them. Yesterday we did one with all the Communicators, Journalists, those who work in the social networks, all patriots, Sandinistas, of course. So, we are doing this Consultation until we cover as many sectors as we can and the last Consultation is going to be with the Youth and students, which we hope, God willing, will be on August 27, when we do this last Consultation.
All to be ready for September 1st to approve the reform. But these are the elements, all of them, as the law indicates, as the Constitution indicates, and we will approve it in the First Legislature and then we hope to approve it in the Second Legislature, as the Constitution requires. Everything has to be done in that way.
After so much water that has passed under the bridge, we have to comply with all these processes correctly, we are obliged to, and we ask this of all the People of Nicaragua, that our Constitution, the one that guides all Nicaraguans, be respected. That is why we are raising to constitutional level, rights that I would not describe as prohibitions, but as rights of all Nicaraguans, so that our Peace will not be abused and our processes will not be held back, because we are saying that the coup promoters cannot participate, since we know they will try to do so in order to confound and sabotage our development
Finally, I want to thank my Compañera Wendy Morales, Attorney General of Justice, and affirm, taking advantage of this connection with everyone, that it is necessary to follow and comply with the guidelines and indications of the Attorney General's Office.
We are clear that there are people who want to say "Watch out ! The Attorney General office is coming” No, the Attorney General arrives, gives you guidance and so you should say: "Look, I had better comply with this and do this". For if we want to fight poverty we must all be united and we must follow not only the Ten Commandments, but also everything that derives from them. To fulfill all the commandments, all the laws derived from them, everything that we fight for.
So this is what we are obliged to do, so listen to her. I know that the Prosecutor's Office comes to say: "Look, you must stop doing these little make-believe projects." So, stop doing them and do things to develop the fight against poverty. Do by all means carry out minor projects, but in the background, because what we need is to change the infrastructure in the direction of the fight against poverty, and we know that because we are seeing it.
And, of course, this means going through awkward moments. Sometimes you’re in a traffic jam because they are making a bypass or a flyover, but that's how it is, and later comes all the development. That's important. So, I know that the Attorney General offers you guidance and I think that all the Compañeros and Compañeras should listen and make their way in that direction.
I really want to express the importance of this recommendation and recognize in Wendy, a true Compañera. Also in Denis, in Marlon, Nestor, who attend to the municipalities. We also have the Executive Secretary and National Procurators here. We have too all the Compañeros and Compañeras of SINARE, which is the National Registration System, and we have with us the Compañeros and Compañeras of INFOCOOP and of the Office for Alternative Conflict Resolution, the DIRAC, and the Members of the legislative Committee for Population, Development and Municipal Affairs and my brothers and sisters of the Special Commission.
From all of us, Wendy, thank you for this opportunity and greetings to all the Colleagues who are connected.
That's where we've got to and we're moving onward, let's not forget that in the fight against poverty, the fundamental thing is Stability, Security and Peace.
