Bueno, lo que queremos transmitirles es que el día de hoy hemos tenido dos Encuentros muy importantes. El primer Encuentro fue con las Fuerzas Policiales de nuestro país.
Fue un Encuentro muy ameno, muy importante, con Mandos, Oficiales y Subalternos, y estuvo presente el Mando Nacional, Policial, el Primer Comisionado y el Co-Jefe de las Fuerzas Policiales.
Ahí explicamos esta Reforma que hemos venido, poco a poco, sintetizando en 6 Conceptos, que es importante que ustedes vayan viéndolo, y el Pueblo de Nicaragua; sobre todo, que el Pueblo Presidente vaya viendo lo que se va articulando.
El primer Concepto es: ¡No Podrán!; es decir, no podrán participar en Elecciones o ser Candidatos todos aquellos que son Golpistas, Traidores a la Patria; aquellos que atentan contra la Independencia, la Soberanía y la Autodeterminación, y aquellos que violan la Constitución. Ese es ¡No Podrán!
El Segundo Concepto es la Estabilidad. Nosotros necesitamos periodos de Estabilidad, y la Propuesta que viene saliendo es que los períodos de cargos sujetos a Elección, y por consiguiente los periodos electores, sean de 7 años. Eso va a dar Estabilidad.
El Tercer Concepto lo planteamos como Cohesión y Seguridad; es decir, así como el período es de 7 años y los cargos van a ser electos para 7 años, la designación de los Jefes de las Fuerzas Militares y de las Fuerzas Policiales va a ser por periodo de 7 años, porque tiene que haber Cohesión y Seguridad.
También tenemos, después, lo que corresponde al Consejo Supremo Electoral. Eso lo hemos remarcado, el Consejo Supremo Electoral tiene las facultades para convocar a las Elecciones cada 7 años, según correspondan, las Nacionales, Municipales y Regionales.
Pero también tiene la Facultad de cancelar la Personalidad Jurídica de aquellos Partidos, o no dejar correr a aquellos personajes que utilizan los llamados a Intervención Militar, los llamados a Sanciones. Los que atenten, en general, contra toda la Constitución Política de Nicaragua, contra la Independencia, contra la Soberanía y la Autodeterminación, no puede ser que participen.
Se le está dando la facultad al Consejo a que no otorguen, o cancelen la Personalidad Jurídica a esos Partidos, y tomen la decisión de esto. Pero también allí es a aquellos Partidos que reciben financiamiento extranjero. Es decir, las Elecciones son de los nicaragüenses, para los nicaragüenses, organizadas por nicaragüenses.
Ya pasó el tiempo, aquel tiempo, allá en 1928 y 1932, donde el Presidente del Consejo Supremo Electoral de ese tiempo, se llamaba Consejo Nacional Electoral, era un General, el General McCoy, un General gringo, impuesto por el Presidente de los Estados Unidos. Ese tiempo pasó. ¿Se dio en Nicaragua? Sí; pero de esa historia aprendemos, y ahora las Elecciones son de los nicaragüenses, para los nicaragüenses.
Ya pasó el tiempo de la Ley Dodd, que era una Ley organizada por un señor Dodd, que era un Académico norteamericano que fue contratado para diseñar una Ley para el Bipartidismo. Es decir, ya pasaron esos tiempos.
Ahora nosotros tenemos un Modelo de Práctica de Género, de 50 y 50. Esos eran tiempos donde las Mujeres de Nicaragua no votaban, votaban solo los varones y tenían que tener más de 21 años, o estar casados por la Iglesia, o saber leer y escribir, y en ese tiempo eran tiempos de Analfabetismo general. Esas eran las realidades. Vamos Adelante, vamos desarrollando un Proceso de Pueblo Presidente.
Finalmente tenemos un Concepto que le llamamos PAX; refiriéndonos a Darío, ustedes saben que tiene un poema bellísimo que se llama PAX, PAX, PAX. Ese Poema PAX nos hace recordar a Darío, porque en Honor a Darío vamos a hacer los Traspasos de Mando los 18 de Enero, que es el día de Nacimiento de Rubén Darío.
Y al final, el último Concepto es la Coherencia; es decir, los cambios que se hagan tienen que empalmar con la realidad existente. Entonces, los cargos existentes, o los electos actualmente, tienen que ampliársele su periodo a 7 años, para que empalme adecuadamente con los Cambios Constitucionales.
En conclusión, hoy por la mañana orgullosos de ese Encuentro, y hoy en la tarde, orgullosos del Encuentro con los Sectores Empresariales, con los Sectores de Industria, Agroindustrias, con las Empresas.
Allí estuvieron todos, creo que andaban como por 80 Personas, Representantes de diferentes Sectores, y todos ellos manifestaron su expresión con el aplauso, con la imagen de satisfacción de que Vamos Adelante. Todos estamos unidos. Es más, alguien de esos sectores en grupo me dijo: Vamos en la lucha contra la pobreza, que es el eje central.

¿Por qué es importante que estos sectores conozcan de estas Reformas Constitucionales?

Primero, porque son nicaragüense; segundo, porque trabajan en Nicaragua; tercero, porque nosotros estamos hablando de lucha contra la Pobreza; no hay lucha contra la Pobreza en la cual no se integren y no participen los Sectores Empresariales. Claro, en cada una de esas empresas hay Trabajador@s que van a conocer en su momento también la Propuesta.
Aquí lo importante es que todos los sectores, ayer fueron los Banqueros, ayer fueron los Sectores Financieros, mañana viene el Sector Productivo; es decir, todos tenemos que estar organizados, me refiero unidos, en esta lucha contra la Pobreza, que se alcanza con las bases con las cuales estamos trabajando esta Reforma Constitucional, que son, Estabilidad, Seguridad y Paz.

Well, what we want to convey to you is that today we have had two very important Meetings. The first meeting was with our country’s Police Forces.
It was a very agreeable, very important meeting, with Commanders, Officers and Subordinates, and the National Police High Command, the First Commissioner and the Co-Chief of the Police Forces were present.
There we explained this Reform which we have been developing, little by little, synthesizing it into six Concepts, since it is important that you can visualize it, and the People of Nicaragua, above all, that the People President can visualize what is being worked out.
The first concept is: They will not prevail! that is to say, all those people who are coup promoters, traitors to the Nation, those who threaten our Independence, Sovereignty and Self-determination, and those people who violate the Constitution, will be able neither to participate in elections nor be candidates. In other words, they will not prevail!
The second concept is Stability. We need periods of stability, and the proposal which has been emerging is that the periods of offices subject to election, and therefore the electoral periods, should be seven years. That will give stability.
We propose the third concept as being Cohesion and Security; that is to say, just as the electoral period is seven years and the official posts are going to be elected for seven years, the appointment of the Heads of the Military and Police Forces too are going to be for a period of seven years, because there has to be Cohesion and Security.
Next, we also have the powers of the Supreme Electoral Council. We have highlighted this, the Supreme Electoral Council has the power to call Elections every seven years, as appropriate, National, Municipal and Regional.
But it also has the power to cancel the legal personality of those political parties, and not to permit to run as candidates those individuals who make calls for military intervention, calls for sanctions. In general, those who act against the entire Political Constitution of Nicaragua, against Independence, against Sovereignty and Self-Determination. They cannot possibly participate.
The Council is being given the power to withhold or cancel the Legal Personality of those political parties, and to make the decision on this. But it also applies to those political parties which receive foreign funding. In other words, the elections are of Nicaraguans, for Nicaraguans, organized by Nicaraguans.
The time is long gone, the time, back in 1928 and 1932, when the president of the Supreme Electoral Council in that moment, when it was called the National Electoral Council, was a US Army General, General McCoy, a gringo general, imposed by the President of the United States. That time is long gone. Did it happen in Nicaragua? Indeed it did, but we have learned from that history, and now the elections belong to Nicaraguans, for Nicaraguans.
The time of the Dodd Law is long gone too, which was a Law organized by a certain Mr. Dodd, who was a US academic hired to design a Law for Bipartisanship. I mean, those times are over.
Now we have a model of gender equity, 50-50. Those were times when Nicaraguan women could not vote, only men could voted and they had to be over 21 years old, or else married in the Church, and able to read and write, and back then was a time of widespread illiteracy. That was the reality back then. Now, we are moving onward and we are developing a process of the People President.
Finally we have the concept that we call PAX; referring to Rubén Darío, you may know that he has a very beautiful poem called PAX, PAX, PAX. And that poem PAX makes us remember Darío, because in honor of Darío we are going to hold the transition of our authorities on January 18th, which is the birthday of Rubén Darío.
And finally, the last concept is Coherence; or put another way, the changes being made have to connect with the current reality. Thus, the existing positions or those currently elected, ought to have their term extended to seven years, so that they match correctly with the Constitutional Changes.
In conclusion, today, proud of that meeting in the morning, and proud too today this afternoon, of the meeting with the business sector, with the sectors of industry, agro-industry, and commercial companies.
Everyone concerned was there, I think there were about 80 people, representatives of the different sectors, and they all expressed their opinion with applause, with a vision of satisfaction that we are moving onward. We are all united. Moreover, someone from these sectors in that group told me: We are joined in the fight against poverty, which is the central concern.

Why is it important for these sectors to get to know these Constitutional Reforms?

Firstly, because they are Nicaraguans; secondly, because they work in Nicaragua; thirdly, because we are talking about the fight against poverty; there can be no fight against poverty in which the business sectors are not integrated and do not participate. Of course, each of these companies has workers who will also get to know about the proposal in due course.
The important thing here is that all sectors take part, yesterday it was the bankers, yesterday it was the financial sectors, tomorrow comes the productive sector; that is, we all have to be organized, by which I mean united, in this fight against Poverty, which is achieved via the bases on which we are working out this Constitutional Reform, which are, Stability, Security and Peace.
