El Gobierno de Nicaragua denunció ante la comunidad internacional a Costa Rica por bloquear sistemáticamente la discusión sobre el tema de la emigración irregular e ilegal en la región centroamericana, en el marco del Sistema de la Integración Centroamericana (SICA).
Así lo dio a conocer la Compañera Rosario Murillo Zambrana, Coordinadora del Consejo de Comunicación y Ciudadanía, a través de los medios de la Familia y Comunidad.
La Compañera Rosario indicó que por Nicaragua participan hoy tres vicecancilleres en la Reunión de la Comisión de Seguridad del SICA, que se lleva a cabo en El Salvador, país que actualmente ostenta la Presidencia Pro Témpore del organismo.
“Nicaragua ha propuesto que sea discutido, en primer lugar, en nuestro Sistema de Integración Centroamericana, cuya presidencia pro témpore, hasta diciembre, está en manos del Gobierno de El Salvador”, afirmó Rosario.
En el mismo comunicado, Nicaragua reafirma que este es un tema que debe ser discutido en el marco del SICA, en el primer momento, y sujeto a que los Jefes de Estado de los gobiernos centroamericanos, analicen y aprueben incorporar a otros países a las discusiones.
"El Gobierno de Nicaragua al denunciar el capricho inconsistente e ilegítimo del Gobierno de Costa Rica que pretende victimizarse y proclamarse como Defensor de Derechos de Emigrantes, declara con firmeza que és en el SICA donde debemos discutir, en primera instancia, este delicado tema, estableciendo responsabilidades claras a quienes promueven estas inhumanas olas de emigración, cuya intencionalidad, según declaran los mismos migrantes, és política y ha sido politizada, a conveniencia de quienes la promueven y aplauden", señala el comunicado.
Igualmente, nuestro país propone "que en Centroamérica asumamos con firmeza nuestra posición de reclamo a Estados Unidos, de reciprocidad, es decir el mismo, idéntico, trato “humanitario” a nuestros migrantes, a quiénes se les sigue catalogando como Ciudadan@s de segunda y tercera categoría".
"Nicaragua reclama nuevamente una discusión seria y fraternal de estos temas, en el SICA en primer lugar, y un trato digno, justo, humanitario, de verdad considerado, para l@s miles y/o millones de Ciudadan@s de Guatemala, El Salvador, Honduras, Nicaragua, y de otras Nacionalidades, que luchan y contínuamente pierden la Vida, tratando de alcanzar el cada vez más lejano, “sueño americano”, puntualiza el comunicado oficial.

COMUNICADO
El Gobierno de Reconciliación y Unidad Nacional de la República de Nicaragua, denuncia ante la Comunidad Internacional, el bloqueo sistemático del Gobierno de Costa Rica, en el Sistema de Integración Centroamericana, SICA, donde se ha negado a incluir como Punto de Agenda la discusión sobre la emigración irregular e ilegal de Ciudadan@s cuban@s, que por miles atraviesan nuestros Territorios.
Nicaragua con toda responsabilidad, ha denunciado la arrogancia y prepotencia de Costa Rica que ignorando el Derecho Internacional y los Acuerdos de los que todos somos Signatarios, ha violentado nuestro Territorio, amenazado y bloqueado el Comercio y la Carga Internacional, y está concentrando más Ciudadan@s cuban@s, en nuestra Frontera Sur, como presión y chantaje sobre nuestro Gobierno.
El Gobierno de Nicaragua considera que tanto Derecho tienen est@s Ciudadan@s cuban@s a un mal llamado corredor “humanitario”, como tendrían, y tienen, tod@s l@s Ciudadan@s centroamerican@s, incluyendo Niñ@s, que corren todo tipo de peligros, que mueren incluso, en el afán de llegar a los Estados Unidos.
También reitera que a esta emigración ilegal cubana, que arriesga a quienes emprenden esa ruta hacia la ilusión del paraíso norteamericano, no se les devuelve por centenares y miles, como sucede semanalmente con las Mujeres, Niñ@s, Jóvenes y Familias que de Centroamérica buscan llegar a Estados Unidos, y que han sido y son separados, encerrados en campamentos llamados de resguardo y espera, dividiendo aún más a las Familias. Porque con frecuencia, las Madres, los Padres, Herman@s, Hij@s, Niet@s, son “seleccionad@s”, y luego devuelt@s, por distintas vías, a nuestros Países sin ninguna estima o consideración “humanitaria”, o de lazos familiares.

Nos unimos al reclamo de los Presidentes y Gobiernos de Guatemala, El Salvador, y Honduras que exigen condición y trato digno a nuestros humildes migrantes, que viajan, exponiendo todo, buscando el Trabajo que en nuestros pequeños Países no pueden obtener, sobre todo cuando gran parte de nuestros Recursos están dedicados, destinados, a fortalecer la lucha contra el narcotráfico y el crimen organizado, de cuya causa profunda tampoco somos responsables l@s centroamerican@s.
Nicaragua reclama nuevamente una discusión seria y fraternal de estos temas, en el SICA en primer lugar, y un trato digno, justo, humanitario, de verdad considerado, para l@s miles y/o millones de Ciudadan@s de Guatemala, El Salvador, Honduras, Nicaragua, y de otras Nacionalidades, que luchan y contínuamente pierden la Vida, tratando de alcanzar el cada vez más lejano, “sueño americano”.
Seguimos pendientes de no permitir que el capricho prepotente de Costa Rica, impida dialogar y discutir, estos temas de alta sensibilidad, incluyendo y priorizando, la Dignidad y el Trato Justo que se reclama para la Emigración ilegal cubana, (hablando incluso de un mal llamado “corredor humanitario”) que reclame también para nuestr@s humildes migrantes centroamerican@s, entre ell@s miles de Niñ@s que corren graves riesgos en su travesía, a su llegada y en sus obligados o forzosos retornos.
Nicaragua participa responsablemente este jueves, en la Reunión del Sistema de Integración Centroamericana, Comisión de Seguridad, y estará atenta a cualquier Mandato que de nuestro Organismo de Integración emane, para continuar debatiendo, con seriedad y responsabilidad, un tema doloroso y a la vez profundamente vinculado a la existencia de una Ley injusta, llamada “de ajuste” denunciada y rechazada por la Comunidad Internacional.

Communiqué
The Government of Reconciliation and National Unity of the Republic of Nicaragua, denounces before the International Community, the systematic blocking that the Government of Costa Rica is carrying out in the Central American Integration System, SICA, refusing to include in it´s Agenda the discussion on irregular and illegal migration of Cuban Citizens, that by thousands are crossing our Territories.
With responsibility, Nicaragua has denounced the arrogance and prepotency of Costa Rica, that ignoring the International Law and Agreements of which we are all signatory, has violated our territory, threatened and blocked Trade and International Freight, and is concentrating more Cuban Citizens on our Southern Border, as a measure of pressure and blackmail toward our Government.
The Government of Nicaragua considers that these Cuban Citizens have as much right to this wrongly named "humanitarian" corridor, as would all Central Americans citizens have, including children, who run all types of danger, even death, in their eagerness to reach the United States.
We also reiterate that this illegal Cuban migration, that put in danger those who undertake that route toward the illusion of the North American paradise, are not returned by the hundreds and thousands, as it happens on a weekly basis for the Women, Children, Youth and Families that from Central America seek to reach the United States, and have been separated, locked in holding camps, separating the Families even more. Often, the Mothers, Fathers, Brothers, Children, Grandchildren, are "selected", then returned, in different ways, to our countries without any "humanitarian" or family ties consideration.
The Government of Nicaragua, by denouncing the inconsistent and illegitimate whim of the Government of Costa Rica that aims to victimize and self proclaim itself as Human Rights Defender of Migrants, firmly declares that this sensitive issue should be first discussed within SICA, establishing clear responsibilities for those who promote these inhuman waves of emigration, whose intentionality, as declared by the migrants themselves, is political and has been politicized for the convenience of those who promote and applaud it.
Nicaragua proposes that Central America firmly assume our position of demanding reciprocity from the United States, that is the same, identical "humanitarian" treatment for our migrants, who are still being considered second and third class citizens.
We join the demand of the Presidents and Governments of Guatemala, El Salvador, and Honduras demanding dignified conditions and treatment for our humble migrants, who travel, exposing everything, seeking for the employment they cannot obtain in our small Countries, especially when so much of our resources are dedicated and destined to strengthen the fight against drug trafficking and organized crime, of which deep causes, we Central Americans are not responsible either.
Nicaragua reiterates the demand for a serious and fraternal discussion of these issues, in first place within SICA, and a dignified, just, humanitarian, truly considerate treatment for the thousands and/or million of citizens from Guatemala, El Salvador, Honduras, Nicaragua, and from other nationalities, who fight and continuously lose their lives, trying to reach the increasingly distant "American dream."
We continue to be pending not to allow that the arrogant whim of Costa Rica, prevent the dialogue and discussion of these highly sensitive issues, including and prioritizing, The Dignity and Fair Treatment that is being demanded for the illegal Cuban immigrants, (including the so-called "humanitarian corridor"), demanding also for our humble Central American migrants, among them thousands of children who run serious risks on their journey, upon arrival and in their forced return.
Nicaragua responsibly participate this Thursday in the meeting of the Central American Integration System, Security Commission, and will be attentive of any mandate that emanates from our Integration Organization, to continue debating, with seriousness and responsibility, such a painful issue, at the same time profoundly linked to an unfair Law, called further discussion, with seriousness and responsibility, a painful subject and at the same time deeply linked to the existence of an unfair Law, called "adjustment", denounced and rejected by the International Community.
